Description
This modification is actually an addendum to answer questions regarding Solicitation PR-R0-00-10026, Commerce Business Daily (CBD) Submission Number 484253 dated August 9, 2000 and Submission Number 491064 dated August 28, 2000. 1) QUESTION: "I have questions about solicitation # PR-R0-00-10026". ANSWER: Please submit all questions in writing to Myrna Jamison and fax to 206-553-6647. Answers to any questions received after this date will be posted to the CBD on Tuesday, September 5, 2000. The answers will be printed after CBD Net accepts. The printed copy of the questions and answers will be faxed to all known potential bidders. 2) QUESTION: Typically when Government requests bids on contracts, they send a formal package. All we have is the CBD information in hard copy format. If that is all we are going to get as far as a solicitation that is fine but, if we are missing a formal package to bid on, we would like a copy of it. Please, if you could answer "yes or no", if there is a formal package. ANSWER: No, there is no formal bid package. The procedures in FAR Part 12.603 were used for this solicitation. As the description states on CBD Net, Submission Number 484253, "This is a combined synopsis/solicitation for commercial services prepared in accordance with the format of FAR Part 12, Subpart 19.5 -- Set-asides for Small Business, Subpart 17.2 -- Options and FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only CBD solicitation." 3) QUESTION: Normally the Government uses the Standard Form (SF) 1449. Can you fax a copy of the 1449 for this solicitation. ANSWER: As stated in question 2 above this solicitation is a combined synopsis/solicitation for commercial services. FAR Part 12.603 (2)(b) states When using the combined synopsis/solicitation procedure, the SF 1449 is not used for issuing the solicitation. 4) QUESTION: I received a fax on 8/28/00 about the EPA Port Orchard contract. There is a lot more equipment involved in this, is this what you are trying to add to this contract? ANSWER: There was a fax sent on 8/28/00. The fax was a modification to the CBD Net Solicitation # PR-R0-00-10026, Submission No. 484253. The information was part of a solicitation and not a "contract". The initial posting of the solicitation did not include all of the Provisions/Clauses for the solicitation. The amendment or "(Modification)", as the CBD annotated it, extended the closing date and included the provision that was cut-off in the solicitation and re-posted in it's entirety. The modification/amendment added the provisions/clauses that were inadvertently omitted from original solicitation. So, I would like to reiterate, there was a Solicitation posted to CBD Net on August 9, 2000 this solicitation was faxed to vendors that had expressed interest in bidding on the current contract. There was a modification posted to CBD Net on August 28, 2000, that was also printed and faxed on same date to known potential bidders.
