Description
The U.S. Army Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ, is seeking information from interested sources for the storage, refurbishment and reuse of returned metal pallet assemblies for the M919 APFSDS-T 25MM Cartridge. DAAE30-00-Q-0423 is hereby being issued as a request for information (RFI). The proposed SOW applies to the storage, refurbishment and reuse of returned metal pallet assemblies, provided as Government Furnished Material (GFM), for the 25MM family of ammunition. The SOW addresses receipt of the metal pallet assemblies from Conco, Inc, Louisville, Kentucky, staring in September/October 2000, for screening, inspection, cleaning and/or rework, as necessary. The contractor will receive the metal pallet assemblies from Conco, in an interval arranged with Conco so that the number of pallet assemblies stored at Conco does not exceed two (2) to three (3) truckloads. The pallets will be placed in covered storage for protection from the elements. Pallets will be moved and stored in such a manner that they don't incur damage from either movement or storage. The pallet assemblies will be inspected to determine the degree of refurbishment required for reuse. Pallet assemblies/components will be segregated as "serviceable as is," "serviceable but requiring refurbishment," and "unserviceable. Disposition of unserviceable pallet assemblies/components will be at the discretion of the government. Pallet assemblies/components designated "serviceable as is," and "serviceable but requiring refurbishment," will be stored until a suitable inventory of usable pallet assemblies is reached. (Note: the contractor may repair components and cannibalize components from different pallets to achieve the required pallet inventory level, which ever is most cost effective). This refurbishment shall include adherence to the Chemical Agent Resistant Coating (CARC) Finishing Requirements for Metal Pallets and/or Pallet Adapters. The contractor may meet this requirement by touching up bare and scratched areas on the various pallet assembly components; entire pallet assemblies need not be re-coated. The contractor shall be responsible for supplying all packaging requirements for the refurbished pallet assemblies so that they don't incur damage in shipment or storage. This is a request for information only, no contract will result from this notice. A draft Statement of Work can be downloaded from http://procnet.pica.army.mil/. Responses to the RFI should be forwarded, no later than 4:30 p.m. Friday, 15 September 2000, to: Commander, U.S. Army TACOM-ARDEC, Center for Contracting and Commerce, Bldg. 10, ATTN: AMSTA-CM-CPD, Picatinny Arsenal, NJ, 07806-5000.
