- Description
- FISC Norfolk Detachment Philadelphia intends to solicit for academic support services for the Navy's Voluntary Education program designated as Navy College Program (NCP). These services shall be provided for afloat and ashore based personnel at US East Coast and overseas Atlantic region locations. The services shall encompass labor, management, and supervision in support of the NCP. Contractor support shall involve three categories of personnel. For Category One, contractor support shall include one or more of the following services: 1) Educational Advisement, Counseling, and Briefing, 2) Test Administration, 3) Tuition Assistance, 4) Computer Lab Facilitating, 5) Education Planning, 6) Program Management of on-base/distance education programs and 7) Administrative/Clerical Assistance. For Category Two, contractor support shall include only the services pertaining to Administrative/Clerical Assistance. For Category Three, Contractor support shall include operation of the Navy College Program Call Center (NCC). Both Category One and Category Two Contractor support services shall advertise, assist, and encourage eligible personnel in their pursuit of personal and professional development by enhancing and encouraging access to academic skills and college level instruction. Category Three contractor support shall encourage all contacted personnel to continue their education and shall assist all contacted personnel in obtaining pertinent educational information. The goal of the Contractor support services is to assist military members and eligible civilians in the completion of college degrees. A Firm Fixed Price type contract utilizing Commercial Item procedures is anticipated. The contract shall consist of a base period beginning 01 Dec 2000 or time of award, whichever is later, through 30 Sep 2001, with four (4) twelve month options. The solicitation shall require the submission of technical proposals, and may include a requirement for a cost/price proposal as well. This acquisition is a 100% set-aside for firms certified in the Small Business Administration's Section 8(a) Program, who qualify under SIC code 7379 with a size standard of $18M. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia.
