Description

This is a solicitation Notice. The New Jersey National Guard proposes to award a contract for the construction of Phase II of the Satellite Training Facility at the Training and Training Technology Battle Lab (T3BL) located at Ft. Dix, NJ. This facility shall be approximately 52,411 SF and house administrative area and office space. Construction shall include all mechanical and electrical, roofing, concrete and brick. The contractor shall be responsible to provide all labor, equipment and materials required in strict accordance with the plans and specifications. Specifications and drawings will be provided via Compact Disk only in MS Word 6.0 and Auto CADD 14 version. This solicitation provides for a base and additive bids line items, all of which must be addressed in order to be considered for this solicitation. The estimated range of construction is between $5,000,000 and $10,000,000. It is anticipated that a firm fixed price contract will be awarded as a result of this solicitation. Only Prime contractors should reply. The construction performance period is 545 days from notice to proceed. This solicitation is unrestricted however Women-owned, small and small disadvantaged businesses are encouraged to compete. A subcontracting plan shall be required if the successful bidder is a large business concern. Solicitation packages will be issued on or about 25 September 2000. Bid opening date shall be on or about 25 October 2000. The bid opening will be held in the US Property and Fiscal Office for New Jersey Conference Room located at 131 Eggert Crossing Road, Lawrenceville, NJ. A non-mandatory pre-bid meeting will be held on or about 11 October 2000 at the Training and Training Technology Battle Lab, Ft. Dix, NJ. Request for bid documents must be in writing and accompanied by a NON-refundable check or money order made payable to the US Treasury in the amount of $50.00. A street mailing address must be provided. FACSIMILE, E-MAIL and TELEPHONE REQUEST FOR BID PACKAGES WILL NOT BE ACCEPTED. Request for bid document clarifications must be submitted in writing via e-mail or faxed to 609 530-6715. All interested parties are reminded of the requirement for CCR registration. Award shall not be made to a bidder that does not have a valid and current registration at time of award. Bidders shall identify their status as large business, small business, small disadvantaged business (SDB), emerging small business (ESB), women-owned or Small Business Administration 8(a) contractor. The standard industrial code is 1542. The bid number should be included in all correspondence. The Government would like to use the "Partnering" concept between the parties for this project. This partnership will be bilateral and totally voluntary by all participants.
