Description
Background "TARS is a podded reconnaissance sensor suite designed for under-the-weather, medium to high threat, daytime imagery collection. The mid-bay sensor of the TARS pod is a USN/USMC production EO sensor [Medium Altitude Elector Optical (MAEO) sensor] as recommended in the "Report to Congress on Medium Altitude Electro-Optical Sensor Requirements for the Theater Airborne Reconnaissance System (TARS)". The mid-bay sensor is optimized for both the vertical and side/oblique axis. The mid-bay sensor's capability requires National Imagery Interpretation Rating Scale (NIIRS) 5 from 30,000 feet slant range. Power, size, weight and cooling requirements are as follows: 400W power, 4.5 cubic feet volume, 129 lb. weight, cooled by forced air. USAF anticipated requirements are for four (4) each MAEO sensors for installation into GFE TARS pods, modification to the GFE TARS pods to allow for MAEO installation, installation of one (1) GFE MAEO sensor into a TARS pod and associated MAEO spares. Additional TARS information is available upon request. Mr. Stephen Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and therefore for routine matters on individual solicitations, please contact Mary Drain at (937)255-2773. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern. Should you desire to contact the Ombudsman, Mr. Plaisted can be reached at (937)255-9095. No telephone requests. Only one responsible source, Lockheed Martin Fairchild Systems, and no other supplies or services will satisfy agency requirements as per the authority under 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1(a). For subcontracting opportunities at Lockheed contact Kevin Clarke, Manager of Subcontracts at (516)349-2514. See Numbered Note 22.
