Description
Background " DESC: The F-16 System Program Office, ASC/YP, is contemplating the acquisition of up to two hundred (200) 16S350-5 Pylon Assemblies and the associated equipment for United States Air Force model F-16C/D aircraft. These pylons provide a housing for the ALE-50(V)2 RF Towed Decoy System. This follow on contract is anticipated to be awarded to Lockheed Martin Aeronautics Company, Fort Worth, Texas, in the 2nd quarter of FY01. Pylon deliveries would begin in October of 2002 at a rate of not less than 16 per month and conclude within 13 months of the first delivery. The purpose of this synopsis is not a request for competitive proposals. However, all proposals received within 45 days (15 days to respond plus 30 days to prepare proposal) of this synopsis will be considered by the government. Responses are due no later than 15 days from the publication of this notice. The contractor will be required to provide the material, factory test equipment, assembly personnel, program management, data management, hardware and software engineering , facilities, staff, and other equipment and services necessary to fabricate, assemble, test, and integrate the 16S350-5 Pylon Assembly into the aircraft. The successful offeror must maintain an engineering staff capable of redesigning and requalifying the Pylon/Aircraft interface harness to correct an incompatibility with the AIM-120C missile. The contractor should include the following in his response: 1) identification of key management and program personnel, 2) identification of existing military aircraft pylons and associated equipment he has produced, 3) discussions of specific instances of previous experience as a pylon and associated equipment contractor, 4) evidence of capability to perform successfully within the above described parameters, and 5) size status in relation to SIC 3728 (1000 employees).
