- Description
- The Department of Veterans Affairs Special Services Contracting Office (VASSCO), 1423 Sultan Street, Fort Detrick, MD has a requirement for annual preventative maintenance and repair of the General Electric (GE) Picture Archiving Communications System (GE PACS. VASSCO intends to negotiate with GE Medical Systems, 3000 North Grand View, Waukesha, WI as the only responsible source. This notice is not a request for competitive proposals. See Note 22. This requirement is a combined sole source synopsis/solicitation for Commercial Items prepared in accordance with the format in the Federal Acquisition Regulator (FAR 12.6, as supplemented with additional information included in this notice). This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government contemplates a firm fixed price award. Contractor shall provide all labor, materials, equipment, transportation, tools for inspecting, reporting, servicing, and all preventative maintenance inspections and repairs necessary to keep the GE PACS functioning in a safe reliable condition. Units must have no less than 99% uptime. Items and accessories are as follows: Quantity of 1, GE PACS Broker; Quantity of 1, Archiver Controller; Quantity of 1, ISU 256; Quantity of 1, Kodak 2000-100; Quantity of 1,Telerad; Quantity of 1, Weblink Plus 100. Subject to the availability of funds, service shall commence October 1, 2000 at the 3rd Medical Center, Building 24 800 Radiology Department, Elmendorf Air Force Base, Alaska 99506. Solicitation number RFP-797-FDF3-01-0003 is assigned this procurement. The NAIC code is 334517 and the small business size standard is 500. The following incorporated provisions and clauses are those in effect through FAC 97-19 and are applicable to this acquisition. FAR clause 52.212-1, Instructions to Offerors Commercial Items: addendum to FAR 52.212-1, Paragraph (b)(5): Offerors shall provide an express warranty which at a minimum shall be the same warranty terms, including offerors of extended warranties, offered to the general public; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items: 52.222-3. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certification -- Commercial Items. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based on response to this notice, is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
