- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice is being issued as a Request for Quote for: ITEM 1. one digitizing oscilloscope/signal recorder and processing system consisting of: 1. digitizing oscilloscope/signal recorder and processing system, Tektronix model no. TDS7104 or equal; 2. oscilloscope 2MB extra memory, Tektronix model no. TDS71041M with feature 1M or equal; 3. oscilloscope 3GHZ 20X low C probe, Tektronix model no. TDS710433 with feature P6158 or equal; 4. oscilloscope 1.5GHZ active probe, Tektronix model no. TDS710437 with feature P6245 or equal; 5. oscilloscope current probe, DC coupled, Tektronix model no. TCP202 or equal; 6. oscilloscope scope cart, Tektronix model no. TDS71041K or equal; 7. oscilloscope adapter, 50 turn current loop, 50 OHM for TCP202, Tektronix part no. 015-0672-50 or equal; and ITEM 2. one set of operating and maintenance manuals. The system shall meet the following requirements: 1. Vertical display channels: The instrument shall have at least 4 identical, concurrently active signal input channels. 2. The DC accuracy shall be 1% or better, from input to final record. 3. Vertical amplifier requirements: a. Each vertical amplifier shall have a single-shot bandwidth of at least 1 GHz, with bandwidth limits selectable down to 250 MHz and 20 MHz. b. Each vertical amplifier shall have calibrated sensitivities ranging from 1 mV/div to 10 V/div when input impedance is set to 1 MW. c. Each vertical amplifier shall have selectable 50 W and 1 MW || 10 pF input impedances. d. Each vertical amplifier shall be equipped with calibrated offset voltages, covering the ranges of 11 V, 110 V, 1100 V. e. Each vertical amplifier shall have a risetime of 400. ps or less. f. Each vertical amplifier shall have the selectable input couplings of AC, DC, Gnd.. 4. Digitizing and recording requirements: a. The instrument shall be equipped with 4 independent digitizers such that each can be assigned to its own channel, or combined in pairs onto 2 channels, or all combined onto a single channel. b. Each digitizer shall have a resolution of at least 8 bits. c. Each digitizer shall have a real-time sampling rate of at least 2.5 GS/s. d. Maximum real-time sampling rate on a single channel shall be at least 10 GS/s and the simultaneous real-time sampling rate on 2 channels shall be at least 5 GS/s. e. The instrument shall have at least 2 MB of signal recording memory, and be capable of 4 concurrent single-shot records of at least 500,000. points each. f. The instrument shall be capable of a fast acquisition rate of at least 200,000. waveforms/s. g. Acquisition modes shall include sample, averaging (to at least 10,000 waveforms), high resolution (real-time 'boxcar' averaging), peak detect (#1 ns pulse width capability), envelope. 5. Time-base requirements: a. The instrument shall have at least one main and at least one delayed time base. b. Calibrated time/division shall cover the range of 200 ps/div. to 40 s/div.. c. Time base delay time range shall include the range of 16 ns to 250 s. d. The instrument shall be capable of channel-to-channel deskew of at least 125 ns. 6. Triggering requirements: a. The instrument shall have main and delayed triggers. Delayed trigger shall be by time or events. b. Trigger modes shall include edge, pulse (width, glitch, runt), logic, timeout. c. The instrument shall have an external trigger input. d. Trigger jitter is not to exceed 8 ps rms. 7. Display requirements: a. Any one to all vertical channels at once versus time. b. Color choices shall be available for each channel displayed. c. Waveform display styles shall include dots, vectors, variable persistence, infinite persistence, intensified samples. d. XY mode, displaying one channel vs. another. 8. Automatic waveform measurements required: a. Amplitude related and time gated: amplitude, high. Low, maximum, minimum, mean, cycle mean, peak-to-peak, RMS, cycle RMS, positive and negative overshoots. b. Time related: rise time, fall time, positive width, negative width, period, frequency, delay. c. Combination related: area, cycle area, phase. 9. Built-in waveform math requirements: a. Arithmetic functions: add, subtract, multiply, divide waveforms and scalars. b. Analysis functions: integrate and differentiate waveforms. c. Frequency domain functions: spectral magnitude and phase. d. Filtering functions: Hamming, Rectangular, Gaussian, Kaiser-Bessel, Blackman-Harris e. Algebraic expressions: ability to define algebraic expressions involving various combinations of waveform math functions. 10. Cursors to define waveform measurement gating and differential measurements: a. Available cursors shall include the vertical and horizontal paired line types with on-screen time and/or ordinate readouts, both absolute and delta. 11. The instrument shall be equipped with at least the following input/output and signal ports: a. An IEEE 488.2 GPIB port. b. An IEEE 1284 parallel port (DB-25 connector). c. USB port. d. Keyboard port (PS-2). e. Mouse port (PS-2). f. Serial port (DB-9). g. SVGA video port (DB-15) to connect a second monitor. h. Probe compensator port. i. A TTL-compatible trigger signal out port. j. A trigger signal input port. 12. The instrument shall be equipped with the following computer system drives: a. A front panel floppy disk drive, 3.5 inch, 1.44 MB capacity. b. A removable hard-disk drive of at least 4 GB capacity. c. A CD-ROM drive. 13. The instrument shall be equipped with the following computer system peripherals: a. A pointing mouse. b. A keyboard (USB interface) 14. The instrument shall be equipped with a built-in computer system meeting the following requirements: a. The CPU speed shall be at least 500 MHz. b. System RAM shall be at least 128 MB. c. The computer system shall support a standard operating system, such as Windows 98. d. The computer system shall interface with the digital recording system for data processing. 15. Items 2 through 5 shall be compatible with Item 1 such that all will operate as a system. 16. Delivery is to include a full set of operating and maintenance manuals, which may include, but is not limited to: user, system troubleshooting and maintenance. The provisions and clauses in the RFQ are those in effect through FAC 97-18. The SIC code and the small business size standard for this procurement are 3825 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by September 7, 2000 4:30 p.m. local time and may be mailed or faxed to Marilyn D. Stolz,, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
