- Description
- The purpose of this amendment is fourfold: (1) to revise the evaluation criteria to add relevant experience as an evaluation factor; (2) to further define the Government's criteria for reference information; (3) to cite current FAR Part 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Aug 2000); and (4) to extend the response time by 2 days to September 13, 2000. Accordingly: (1) The evaluation criteria is revised to read: "_The following factors shall be used to evaluate offers: price, technical capability of the benchmarking services being offered to meet the stated Government's requirements, relevant experience, and past performance. Offeror's must list specific examples and provide three references that confirm their proven experience in performing similar (in size and scope) security benchmarking programs. The examples of proven relevant experience should include information that demonstrates their experience in the following areas: 1. Benchmarking techniques and procedures used to quantify a large organization's security program across a wide range of relative measurements common to modern, large-scale information systems and organizations. 2. Data collection techniques that utilized strategies and tools for efficient data collection throughout a large geographically dispersed organization. 3. Use of computer-based tools for comparing SSA_s benchmark results with those of other organizations of similar size and/or mission, using automated tools. The contractor must have an automated database of systems security benchmark measurements, obtained from a variety of organizations, that can be used for comparison with SSA_s results. The database should contain information from government and non-government organizations such as large financial, manufacturing, insurance or service companies. The database should reflect recent as well as historical benchmarking activity taking into account improvements in information systems security technology and procedures. 4. Use of state-of-the art presentation techniques for demonstrating SSA_s performance in specific systems security categories and functional areas compared to other organizations whose benchmark results were produced in a similar manner. These techniques should include paper and computer-based graphical representations of SSA_s performance in specific security-related categories compared to other organizations of similar size, function or infrastructure organization. The contractor must be able to present and interpret the results of the benchmarking process in meetings with SSA systems security managers and SSA_s executive staff. (2) For each reference to past experience, provide a name (Point of Contact) and telephone number so that the Government may validate experience and relevancy. NOTE: Offerors shall ensure that the telephone numbers and points of contact listed for each reference are current. The Government will not make repeated attempts to contact references. If after two attempts, the cited reference is not locatable, that reference will automatically be eliminated from consideration. (3) The provisions at FAR Part 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Aug 2000) (tailored), apply to this acquisition: (a)(1), (a)(2), (b) (12) through (b) (15), (b)(24) and (b)(25). (4) The due date for submission of quotations is hereby extended to SEPTEMBER 13, 2000.
