- Description
- The United States Postal Service (USPS) intends to award one or more contracts to a supplier of petroleum products to furnish Low Sulfur No. 2 Diesel Fuel (diesel fuel) to Fueling Sites within Petroleum Administration Defense Districts 2, 3, 4 and 5 (PADD 2-5). The diesel fuel must comply with American Society for Testing and Materials (ASTM) Standard Specification D 975 (latest edition). The diesel fuel will be used in vehicles that are owned/operated by Highway Contract Route (HCR) contractor(s) and the USPS. The selected supplier(s) will become the Designated Fuel Supplier for PADD2, PADD3, PADD4 or PADD5. The Designated Fuel Supplier shall furnish about 40 million gallon anually in each PADD. The contract term shall be 1-year with 2 options to extend for a 2-year period. The USPS will specify the number and location of the Fueling Sites. The Designated Fuel Suppler shall enter into buy/sell agreement(s) with each Fueling Site operator. The Designated Fuel Supplier will charage the Fueling Site the weekly-adjusted per gallon price (based on prices published in the Standard & Poor's Platt's Oilgram Price Report). The solicitation will require that prospective offerors submit detailed technical/management proposals and demonstrate an active business presence throughout each respective PADD. The evaluation criteria are listed in descending order of importance: Supplier Capability; Past Performance; Management Plan. In making the award decision, technical/management will be more important than price.
