F-LONG TERM OPERATION/LONG TERM MONITORING CONTRACTS FOR WORK ASSIGNED TO THE NORTHWESTERN DIVISION OF THE CORPS OF ENGINEERS and IN EPA REGION VII, SOLICITATION DACW41-00-R-0018 DUE ON OR ABOUT 18 September 2000. PROPOSAL DUE ON OR ABOUT 2 NOVEMBER 2000( 45 CALENDAR DAYS AFTER ISSUANCE). POC: Contract Specialist Trisha van Bleisem, 816-983-3823. The Government anticipates the award of a maximum of three Long Term Operation/Long Term Monitoring (LTO/LTM) Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts not to exceed a Joint Total Acquisition Value (JTAV) of $75 million. All contracts awarded under this solicitation will be small business set-asides. Contracts may be used to support all customers within the assigned mission of the Kansas City District and EPA Region VII, four state area.(Kansas, Missouri, Iowa, and Nebraska). The Contracts may be used outside the boundaries of the Northwestern Division with the approval of the Corps of Engineers, Principal Assistant responsible for Contracting. Contracts will be awarded using a JTAV not to exceed $75,000,000, allowing for a base period guaranteed minimum award in the amount of 2% of the stated maximum or $500,000, whichever is less, and an option period guaranteed minimum award in the amount of 1% of the remaining contract capacity or $250,000, whichever is less, if the option is exercised. After the guaranteed minimum amounts are awarded, the contractors will share in the remaining future awards of Task Orders up to the cumulative Joint Total Acquistion Value of $75,000,000. SIC Code 8744. Each contractor will not necessarily be awarded equal amounts of the JTAV. The maximum individual, total contract value for each contract is limited to the cumulative value of all contracts awarded under this solicitation. Any additional task orders will be awarded on the subjective determination of the Contracting Officer based on past performance and other factors on the first and any other succeeding task orders under these contracts. Such subjective determination will consider the contractor's past performance of cost, technical and schedule management and any other factors that the Contracting Officer believes relevant to the award of each new task order. Contract will include cost reimbursable and/or firm fixed price task orders. In accordance with FAR 16.301-3, the contractor's accounting system must be adequate for determining costs applicable to the contract in order for the small business contractor to obtain cost-reimbursement task orders. Contract(s) are ID/IQ, and will be issued for a base period of three years. There will be a two-year option period if the option is exercised. There is no annual limit and no task order limit other than the maximum JTAV. In order to maximize small business participation in this procurement, teaming arrangements or small business consortiums are encouraged. However,the government assumes no responsibility for the success of the "team" in obtaining a contract through the evaluation process or for the success or failure of the team under the contract by virtue of the preceding statement. The contract(s) to be awarded may require personnel, plant, material and equipment to perform a broad range of environmental monitoring and operation activities such as to operate and maintain groundwater, surface water and leachate facilities; provide long term monitoring at hazardous waste sites; provide alternate water supply; provide routine maintenance and incidental construction to the facilities; project planning; real estate support; surveying; preparation of work plans, monitoring plans, health and safety plans and quality assurance plans; response action systems start-up and shut-down support; transition of the facility to other parties for operation and maintenance; preparation of Operation and Maintenance Manuals, regulatory documents, and update RODs; sampling; analysis; validation and evaluation of environmental sampling data; provide Quality Assurance/Quality Control; regulatory inspections/assessments; data management; site security and boundary control; disposal of facility wastes; maintenance of the site grounds; disposal of investigation-derived wastes; evaluation of facility performance and recommendation for optimization; decommissioning of wells; installation of additional monitoring wells; installation of fencing and providing and posting of warning signs; install and maintain data recorder; install and maintain engineering controls; five-year review of response actions; state reports and technical reports; provide modeling; photos; maintain web site; public education information support. The types of skills required may include, but are not limited to: chemists, geologists, hydrogeologists, hydrologists, computer operators, estimators, superintendents, industrial hygienists, environmental engineers, chemical engineers, structural engineers, mechanical engineers, process engineers, electrical engineers, civil engineers, industrial engineers, chemical engineers, process engineers, public relations experts, truck drivers, equipment operators, laborers, plant operators, and electricians. Specific needs will not be known until work sites are determined. The selected firm(s) will provide support at various Hazardous, Toxic, and Radioactive Waste (HTRW) sites managed by the Federal Government in the North Western Division and in EPA Region VII, which encompasses environmental restoration work under both the Military and Civil Works Programs. Military projects consist primarily of work under the Defense Environmental Restoration Program (DERP) and the Environmental Quality Program (EQ). The DERP mission includes Installation Restoration Program (IRP) activities on active Army installations and on Formerly Used Defense Sites (FUDS). In addition to DERP and EQ projects, some installations may fund projects from their Operations and Maintenance, Army (OMA) account. Evaluation and award will be based on the evaluation criteria stated in the Request for Proposal (RFP). No pre-proposal conference is planned. The RFP will be issued on or about 18 September 2000 and will be available only until the supply is exhausted. Proposals will be due approximately 45 days after the RFP is issued. The solicitation will be available on CD-ROM at no cost to the contractor.
