Description

NASA/KSC is hereby soliciting information for potential sources to provide for Engineering Services for the Expendable Launch Vehicle and Payload Carriers Program Office at KSC and field sites; Operations Support at VAFB; and ELV telemetry and communications operations at KSC/Hanger AE and VAFB. Support may also be required at various launch sites both within and outside the United States, e.g. Kodiak, Kwajalein, etc. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A". Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact -- address and phone number). The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. This procurement is anticipated to be a competitive set-aside for small business firms in SIC code 8711, with a size standard of $20 million in annual receipts. We expect the basic period of performance will be five years, beginning June 1, 2001 with one optional five year period of performance. This requirement is subject to the Service Contract Act of 1965, with the primary places of performance at Kennedy Space Center, FL; Vandenberg Air Force Base, CA; and various commercial launch service provider locations. In addition, NASA/KSC considers that there is an Organizational Conflict of Interest with current or potential Launch Service Providers and therefore will insert a provision in accordance with FAR Subpart 9.5 in the RFP excluding Launch Service Providers from participating in this solicitation as either a prime or as a subcontractor. NASA/KSC plans to provide an opportunity for one-on-one discussions with prospective prime contractors on or about September 18-21, 2000. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
