- DESC: Synopsis. This is an 8(a) Sources Sought Synopsis and Market Survey to locate qualified 8(a) sources for the procurement of BASS. POC Carla Blasko, Contract Specialist (505) 846-4967 or F. Requirements: The Air Force Research Laboratory, Space Vehicles Contracting Division (AFRL/PKVV), Kirtland AFB, NM is seeking sources for a Business and Staff Support (BASS) contract to provide business, financial, program, management, planning, and staff support for the technical directorates and support divisions at the Air Force Research Laboratory being supported on Kirtland AFB, NM. The technical directorates are: Space Vehicles Directorate and Directed Energy Directorate. The support divisions are: Financial Management, Plans and Programs, Central Information Office, Integration and Operations, and Contracting. Required services include, but are not limited to, providing business, financial, and management support at branch, division, and directorate levels. Specific tasks include the following: data gathering, planning, making financial assessments, maintaining records, financial tracking, maintaining labor tracking systems, monitoring programs, reporting business status, and attending business reviews. Also, providing support at the directorate level as well as for the individual technical projects and programs by tracking costs, monitoring budgets, developing trends and projection analyses, providing reports, tracking resources, and providing configuration control of resources within the technical directorates. This effort shall also provide conference, graphical, and presentation support, such as off-site meeting facilities, electronic multimedia graphics support, other presentations, and view-graph slide support; briefings to other government agencies; and unique support in the areas of management assistance in training and travel order generation system. Contractual effort is contemplated for a 60-month period of performance. The estimated value for the current contract (56 months) effort is $13 -- $15 million. The work shall be primarily conducted at the Air Force Research Laboratory, Kirtland AFB, NM facilities. This proposed effort is being considered for competition among 8(a) contractors. The new affiliation rule "allows a set-aside when there is an expectation of two or more competitive offers from 8(a) teams, (8(a) business as prime contractor with small and large business subcontractors) when at least 50% of the services will be performed by collective efforts of all 8(a) members of the team". All interested 8(a) eligible firms/companies must submit a Statement of Capability (SOC) to demonstrate their ability to perform the services described above. The SOC shall contain information pertinent and specific on each of the following qualifications: (1) Experience: a description of specific government and/or commercial work currently being performed or performed within the last 3 years in the area of business, finance, and staff support at the program/project level, branch, division, and directorate levels; include information concerning familiarity with government financial/administrative tracking programs, i.e. JOCAS, BUD, ABSS, TOGS, etc.; (2) Personnel: name, professional qualifications, and specific government and commercial experience of key personnel who may be assigned as program manager and program/financial analyst, and non key personnel for overall management support; (3) Anticipated methods of recruiting and retaining qualified personnel; and (4) Clearances: a statement regarding possession of or capability to acquire an industrial security clearance to manage this effort and support work at the TOP SECRET level. Responses shall be limited to 15 pages (8 12 _ x 11_ size pages, size 12 font or larger) excluding the cover page, resumes, tables of content, and tables of figures. The Government may meet its requirements by utilizing any of the following procedures: GSA (Federal Supply Schedules), other existing Air Force contracts, i.e. SMC/FASS, open market procedures, i.e. new contract, or TBD. Any resultant contract will contain a strict organizational conflict of interest clause precluding the eventual winner from bidding on future Air Force Research Laboratory efforts during the performance of the contract and for twelve (12) months after contract completion, except for follow-on efforts associated with this contract. An original SOC and three copies (no telefaxes will be accepted) must be sent to the Directorate of Contracting Office at Det 8, AFRL/PKVV, Attn: Carla Blasko, 2251 Maxwell Ave SE, Kirtland AFB, NM 87117-5773, not later than 21 calendar days after the date this announcement is published (or the first federal workday thereafter). Include in the SOC any other specific and pertinent unclassified information as it pertains to this effort that would enhance the Government's consideration and evaluation. For this proposed acquisition, the Standard Industrial Classification (SIC) code 8741, size standard $5 million is applicable. (Note: current SIC will be replaced by the North American Industry Classification System (NAICS) code 561110, size standard $5 million effective 1 Oct 00). All respondents desiring a copy of the solicitation when it is released must provide an e-mail address. Foreign firms are advised they will not be allowed to participate in this acquisition. An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The Ombudsman can induce responsible acquisition officials to respond to concerns, but cannot usurp the authorities of the Project Manager or Contracting Officer. When requested, the Ombudsman will maintain the confidentiality of sources.
