- Notice to all companies doing business with Japan on the FS-X/ XF-2 aircraft development program. The Memorandum of Understanding (MOU) between the US Department of Defense and the Japanese Defense Agency on Cooperation in the Development of the Support Fighter (FS-X) Weapon System, i.e. FS-X Development MOU, is scheduled to expire on November 29, 2000. Many of the export licenses issued to US companies during this program will expire on or near this date and/or may have provisions allowing work to be done only on the development aircraft (XF-2). The Department of Defense and the Japan Defense Agency also have an F-2 Production MOU in place. The two aircraft (XF-2 and F-2) are separate entities and a license for one aircraft is not necessarily valid for the other. Each company should review their license(s) carefully for both expiration date and wording to determine if the license(s) is valid for the Development Program (XF-2 aircraft), the Production Program (F-2 aircraft), or possibly both aircraft.
