Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for security guard service for the U.S. Customs Service, National Marine Support Center, St. Augustine, Florida. The performance period is from October 1, 2000 through September 30, 2001, with four option periods. The Service Contract Act Wage Determination occupation code and title are 277102, Guard II. The guard will be unarmed. Hours of guard service are Monday through Friday, 4:00 p.m. to 8:00 a.m.; and, Saturday, Sunday, and Federal holidays, 24 hours a day. One security guard is required per shift. No guard can work more than 12 hours in a 24-hour period. This requirement will be acquired utilizing full and open competition. The standard industrial classification code (SIC) is 7381. The applicable Service Contract Act Wage Determination is No. 1994-2115, Revision 24, dated 6/15/2000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-19. This solicitation is issued as a request for proposal (RFP). Estimated hours are: Monday through Friday: 4,160 hours per year; Saturday, Sunday, and holidays: 2,496 hours per year. Proposal must include hourly rate times number of hours for base period, and four option years. The following FAR clauses and provisions apply: 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; and 52.212.4, Contract Terms and Conditions _ Commercial Items, 52.212.5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders, 52.223-3, Protest after Award, 52.222.21, Prohibition of Segregated Facilities, 52.222-26, Equal opportunity, 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, 52.232-34, Payment by Electronic Funds Transfer, 52.222-41, Service Contract Act of 1965, 52.222-43, Fair Labor Standards Act and Service Contract Act _ Price Adjustment. Proposals will be evaluated on price and past performance. Price is approximately equal to past performance. To demonstrate past performance, include information on past or current relevant projects with your proposal. Past performance will be evaluated as follows: The subfactors under past performance are: 1.) Quality of Service 2.) Timeliness of Performance, and 3.) Customer Satisfaction. To describe quality, describe prior experience in the same or similar projects and provide examples of name of firms, contacts, and phone numbers. Indicate why the previous experience is comparable. Timeliness: contractor demonstrates how they performed services in a timely manner as defined in the contracts, they were reliable and on time. Customer Satisfaction: satisfaction of end users with the contractor_s service. Quality can receive up to 15 points, timeliness can receive up to 10 points, and customer satisfaction can receive up to 10 points. Newly established firms who do not have past performance history shall include information on projects that key personnel have been or are currently working on. Offerors without any past performance history will receive a neutral evaluation for past performance. A neutral evaluation will be calculated by giving the new firm the average score of the other competing offerors. A Statement of Work will be furnished to all interested parties. A site visit will be conducted for all interested parties on Tuesday, September 12, 2000, at 10:00 a.m. Contact Carol A. Faddis to obtain directions and to make arrangements for site visit. All offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their proposal.
