- This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format Subpart 2.6 and guidance given in FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued This solicitation is being issued as a request for quotations DACW69-00-T-0147. The solicitation documents and clauses are those in effect through Federal Acquisition Circular 97-18 (through 7/19/2000). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is Small Business Set Aside. The associated Standard Industrial Classification (SIC) for this procurement is 7381 and the size standard is $6.0 Million. Offerors are to propose Monthly Unit Prices as follows: Following: Base Period, 12 Months, Each Month___, Option 1, 12 Months, Each Month____, Option 2, 12 Months, Each Month_____. SCOPE OF WORK: The Contractor shall furnish all necessary labor,uniforms, badges, equipment including motor vehicles, materials and supervison to satisfactorily perform security services at Marietta Repair Station, Marietta, Ohio in the manner and of the frequencies set forth in the following paragraphs. Services performed under this contract shall be subject to inspection and approval of the Contracting Officer or his representative. In General the following services shall be performed by the Contractor: (a) Provide, operate, and maintain a security force to perform all necessary security functions as specified, including the monitoring and operation of any building fire alarm systems, other protection devices, or building equipment. b) Perform all necessary services to assure the safety and security of personnel, and property against injury, molestation, loss of damage from any preventable cause including, but not limited to, fire, theft, trespass, espionage, or sabotage. c) Secure government property, buildings, materials, equipment, supplies, records and data against unauthorized handling, loss, or damage. d) Perform security rounds once each hour checking all buildings, gates, locks, and floating plant. A "DETEX" dial record watchman reporting system is currently in use at the Marietta Repair Station. This system shall be used by the contractor guards for record check of 11 designated key stations (15 when M/V.G.W. Britton, Dbt. 50, P&S185, and Work boat70 are in the harbor) during each security round. Guards shall deviate from the prescribed patrol schedule or duties whenever unusual conditions or circumstances so demand. Guards shall deviate from the prescribed patrol schedule times and/or routes on a random basis at least 1/3 one-third of the time so as not to establish a fixed time of routes/schedules. In using the "DETEX" system, the Guard supervisor will remove the dial record and file it with a patrol report when deviations or patrol irregularities are necessary. The patrol report will note and explain the deviations or irregularities. All dials will be dated showing time of removal and the name of the person removing the old and inserting the new dial. Lightening storm rounds are excused due to safety hazards. (e) Inspects and marks all floating plants in the Marietta Repair Station harbor with navigation lights as required by United States Cost Guard regulations. Faulty wiring, connections, etc., believed to be safety hazard are to be reported to the Chief, Marietta Repair Station, for his/her appropriate action. Lights and cord, etc., will be provided by the Government and must be kept out from between barges. (f) Checks all floating plant mooring lines during each hours security inspection and notifies Chief, Marietta Repair Station or his/her authorized representative when such inspections indicate that the safety and security of the Repair Fleet may be in jeopardy. (g) Check hulls on all floating plant at least once a day for listing, or exterior damage. Notifies Chief, Marietta Repair Station, when such inspection indicates leakage or damage to barge/vessel is such that preservation of Government property is in jeopardy. (h) Maintains heating unit during winter season in approximately eight (8) separate areas. (I) Is solely responsible for the security of the Marietta Repair Station during Non-Normal working hours. Non-normal hours are defined as: (1) Monday through Friday (other than official U.S. Government Holidays), 4 PM to 12 Midnight to 8 AM. (2) Ten (10) each official U.S. Government Holidays)12 Midnight covering the holiday period. (3)Saturdays and Sundays, 12 midnight through 12 Midnight. (j) Work with local law enforcement officials in case of emergency or illegal entry situations. May apprehend intruders, if possible, and detain for police. However, firearms are prohibited on the premises of the Marietta Repair Station and shall not be allowed in the possession of the Contractor or the Contractor's personnel. (k)Prepare required daily orders, instructions and reports, including reports of accidents, fires and visitor log; making "on-the-spot" investigations, and maintain and make available all records in connection with the duties and responsibilities of the assignment. Accident reports are to be submitted to the Contracting Officer, or his representative within twenty-four (24) hours of the occurrence. Visitor logs are to be furnished to Contracting Officer or his/her authorized representative upon request. (l) Turn off unnecessary lights, check security cages, lock cabinets, close windows, close and secure doors and gates. (m) When so instructed, receive, secure, and turn over to appropriate persons, official mail, messages, telegrams, supplies, vehicles, etc. Emergency messages are to be reported to Chief, Marietta Repair Station as soon as possible. (n) In the event of emergency or unusual occurrences, adversely affecting the interest of the Government, summons appropriate assistance, such as fire, police, Cost Guard, and immediately notifies the Chief, Marietta Repair Stations or his/her authorized representative. (o) Perform such other functions as may be necessary in the event of situations of occurrences within the assigned areas such as attempts to commit espionage, sabotage, or criminal acts adversely affecting the security and/or safety of Government, employees, property or the general public lawfully in the assigned area. (p) Observe and enforce all instructions pertinent to the physical security in assigned areas of responsibility, including general orders, special orders, special instructions, and general area regulations both inside and outside buildings. (q) Start the main air compressor before the beginning of the work day and make sure the oil pressure warning light goes out. At the end of the work day the air compressor will be turned off and the receiver tank drained. Raise and lower the National and Corps of Engineers flags as directed by the Chief, Marietta Repair Station or his/her authorized representative. (s) Record staff gage, rain gage and weather conditions readings at approximately 7:00 AM each morning, as a minimum, on booklet supplied in the Marietta Repair Station Office and on clipboard in Security Room. More frequent readings may be necessary during high water periods. At the end of each month, transfer daily information to a monthly report sheet for the weather service and returns it to the Marietta Repair Station Office for mailing. Number of Guards and other personnel, required at the beginning of the contract shall be as indicated herein or as sufficient to provide the security services. It is intended that under normal conditions only one post, manned by a single security guard will be required on each shift. However, two guards per shift will be required from 4 PM Friday through 4 PM Sunday on the weekend of the Marietta Stern Wheel Festival (approximately the second weekend in September). The Contracting Officer or his representative, reserves the right to require and increase in the number of such guards, and for additional guards for special surveillance assignments. When such guards are provided, a modification to the contract will be written and the Contractor shall be compensated at the highest rate (including fringe benefits) paid for other Contractor Security personnel employed under this contract, who do not possess supervisory status, and are not paid as a supervisor. (u) Safety Requirements. If the Contractor fails or refuses to promptly comply with safety and security requirements as specified herein, the COR may stop all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such work stoppages shall be made subject to any claims for excessive costs or damage sustained by the Contractor. Also, the Contractor will not be paid for work not performed as a result of the stop order. The Contractor shall comply with all current provisions of the Occupation and Health Act (OSHA) in addition to the standards of the U.S. Corps of Engineers, Safety and Health Requirements Manual, EM 385-1-1, September 1966; or as otherwise indicated herein. A copy of the U.S. Army Corps of Engineers, Safety and Health Requirements Manual, EM 385-1-1, September 1966 will be provided to the Contractor after the contract is awarded. Special attention shall be given to the requirements for monthly and weekly safety meetings. The Contractor shall inform the COR a minimum of 7 days prior to a contractor monthly safety meeting, to permit a Government Representative to attend. The Contractor shall issue ANSI Z41 approved hard toe safety shoes to all employees. These safety shoes are to be worn at all times. Contractor Safety Plan. The Contractor shall prepare an Accident prevention Plan according to EM 385-1-1, A copy EM 385-1-1 will be provided upon contract award. This plan must be approved by the Contracting Officer prior to commencement of any work. One copy of the Contractor Safety Plan shall be provided to the COR at least one week prior to the pre-work conference. Job Hazard Analysis. The Contractor shall prepare a Job Hazard according to EM 385-1-1. Section 01.A.10, Figure 1-1. Figure 1-1 will be discussed upon award. This JHA must be approved by the Contracting officer prior to commencement of any work. One copy of the Job Hazard Analysis shall be provided to the COR at least one week prior to the pre-work conference. Accident Reporting. The Contractor shall maintain an accurate record of, and report to the COR, in the manner of and on the forms prescribed by the COR, all accidents within 24 hours of occurrence. All serious accidents (those resulting in death or injury requiring medical attention) shall be reported immediately. Damage Report. All instances where Government materials, supplies or property are damaged by contract employees, shall be reported. A written report of the incident and extend of damages shall be submitted to the COR, within two workdays (less weekends and holidays) of occurrence. Changes in Specifications. The right is reserved as the interest of the government may require, to revise or amend the specifications prior to the date set for receiving quotes. Copies of such amendments, if any, shall be announced by amendment or amendments to this solicitation. Copies of such amendments as may be issued will be furnished to all prospective quoters. If the revisions or amendments are of a nature which require material changes in quantities or prices bid or both, the date set for receipt of quotes may be postponed by such number of days as in the opinion of the Contracting Officer will enable the offerors to revise their quote. In such cases, the amendment will include new time and date for receipt of quotes. The Contract will be for the base period 1 October 2000 through 30 September 2001; Option Period 1: 1 October 2001 through 30 September 2002; Option Period 2: 1 October 2002 through 30 September 2003.
