Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the International Trade Center of Washington, D.C. for rental space for the NIST Centennial Gala on March 6, 2001. The contractor shall provide a room for a reception and sit-down dinner for 500 people from 6:00 p.m. to 11:00 p.m. A registration area shall be outside the reception room with four 6-foot tables, four chairs, a trash can, a message board and ten easels. Cash bars shall be placed around the reception/dinner room staffed with five bartenders and cashiers from 6:00 p.m. to 11:00 p.m. on the night of the dinner. The dinner shall be developed by the resident chef. In addition, the contractor shall also provide a coat check staffed with three personnel from 6:00 p.m. to 11:00 p.m., six security guards from 6 p.m. to 11:00 p.m., and an engineer to supply power for audiovisual equipment from 6:00 p.m. to 11:00 p.m. on March 6, 2001. A sole-source procurement is being sought with the International Trade center because of their close proximity to the Department of Commerce, their allowance of a cash bar, and our requirement of an "alternate site". This procurement is authorized by Federal Acquisition Regulations (FAR) Part 13-Simplified Acquisition Procurements. The proposed requirement is for supplies and services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 13.106-1(b), Soliciting From a Single Source. The procurement document and incorporated provisions are those in effect through Federal Acquisition Circular 97-19. FAR 52.212-1 Instructions to Offerors -- Commercial Items is applicable to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Also, the clause at 52.212-5, Contract Terms & Conditions required to implement Statutes or executive Orders-Commercial Items applies to this acquisition. The Government anticipates the award of a firm-fixed priced purchase order. This notice of intent is not a request for quotations. A Request for Quotation (RFQ) is not available.
