- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is F11623-00-R0021 and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-18. (iv) This is a total small business set-aside. The associated standard industrial classification code is 7359 and the small business size standard is $5.0 Million. (v) There is 0005 contract line item and the quantity is one (1) lump sum. (vi) Scott AFB IL has a need to lease, install, and maintain 56 washers and 60 dryers in locations specified in the attached statement of work. All equipment shall be new, commercial rated, and of large or extra large capacity. Equipment shall be electric powered and non-coin operated. All machines will be numbered for maintenance identification. (vii) Delivery of the equipment is f.o.b. destination to Scott AFB IL, arriving no later than 1 October 2000 (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Subparagraph (b)(4) is changed to read: Offerors must provide a technical description and specifications of the equipment being offered in sufficient detail as to evaluate compliance with the requirements in this solicitation. Offers must include product literature or brochures. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. Subparagraph (b)(10) is changed to read: Past performance data shall include at least three (3) and not more than five (5) recent and relative contracts for the same or similar services to include contract numbers, points of contact with telephone numbers (voice and fax). (ix) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Technical specifications, Past Performance, and Price. Award will be based on the best value to the government. When combined, technical and past-performance are approximately equal to cost or price. The government reserves the right to award a contract to other than the offeror with the lowest price. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be submitted with quote. The provision may be copied from website http://farsite.hill.af.mil/reghtml/far/52_000.htm. Proposals will not be considered without the completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The clauses at subparagraph (b)(12), (b)(13), (b)(14), (b)(15), (b)(16), (b)(22), (c)(1), (c)(2), and (c)(3) of 52.212-5 are applicable. (xiii) The clauses at FAR 52.217-5, Evaluation of Options, FAR 52.217-8, Option to Extend Services and FAR 52.232-18, Availability of Funds apply to this acquisition. The clause at FAR 52.217-9, Option to Extend the Term of the Contract also applies and is amended to read 15 days. The clauses at DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, and DFARS 252.204-7004, Required Central Contractor Registration apply to this acquisition. DFARS 252.225-7001 in DFARS 252.212-7001 applies. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) The Commerce Business Daily numbered Note 1, 100% small business set-aside applies. (xvi) Quotes are due to this office NLT 4:00 p.m. CST on 11 Sep 00. Quotes may be faxed to the attention of Helen Billhartz at 618-256-5237 or mailed to 375 CONS/LGCB, ATTN: Helen Billhartz, 201 E. Winters Street, Building 50, Scott AFB, and IL 62225-5015.
