Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for technical proposal and price quote pursuant to Federal Acquisition Regulations (FAR) 12 Commercial Item Acquisitions and FAR 13 Simplified Acquisition. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-19. This action is set-aside for small business. The Standard Industrial Classification Code and Small Business Size Standard are 5531, 500 or less employees average over the last twelve months. Geographic Scope: United States, Puerto Rico, Washington DC, and Hawaii. An Indefinite Delivery/Indefinite Quantity contract award is anticipated from this solicitation. Multiple awards will be considered if in the best interest of the Government. The performance period is from date of award for one year. Award will be made on the lowest cost/technically acceptable items that meet the needs of the government. The following provisions and clauses are applicable to this requirement. 52.212-1, Instruction to Offerors-Commercial 52.212-2, Evaluation _Commercial Items Evaluation Procedures. Technical Proposal: The contractor shall include the specification sheets for all items proposed by the Contractor. The technical information should be sufficient for the government to determine technical acceptability. Pricing Proposal shall contain all Clins and pricing for the items found in the schedule attached. When a contractor cannot provide an item, please state no bid for the item. The Government will then evaluate the proposals on a go/no go basis. The Government reserves the right to award multiple awards based upon a review of responses received. Any award(s) made will that which is found to be in the best interest of the Government. Offerors shall include with proposal documents a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders_Commercial Items applies to this acquisition with the following addenda. 52.222-21, Prohibition of Segregated Facilities (FEB 1999) 52.222-26, Equal Opportunity (E.O. 11246) 52.222-35, Affirmative Action for disabled Veterans and Veterans of the Vietnam Era. (38 U.S.C. 4212) 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) 52.225-1, Buy American Act _Balance of Payment Program-Supplies (41 U.S.C. 10a-10d). 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration (31 U.S.C. 3332) 52.247-34, FOB Destination (Nov 1991) Year 2000 warranty. The contractor warrants that all hardware, software and firmware delivered under this contract shall be able to accurately process date/time data from, into and between the twentieth and twenty-first centuries, and leap year calculations to the extent that other information technology used in combination with the information technology being acquired, properly exchanges date/time data with it. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance. Complete version available upon request) Additional Clauses: 52.217-9, Option to Extend the Term of the Contract (MAR 2000) The Government may extend the term of this contract by written notice to the Contractor within one (1) day from contract expiration provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) days before the contract expires. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed six months.
