- Description
- Solicitation Number N00421-00-Q-0591 is to be issued as a request for quote (RFQ) in accordance with FAR Part 13. The Government intends to purchase on a firm fixed-price basis, and will award the purchase order on a sole source basis with IFR Americas, incorporated, 10200 West York St., Wichita, KS 67215-8999 for the part numbers listed below, under the authority of FAR Part 6.302-1. This action is not being set-aside for small business, as IFR Americas, Incorporated, a large business, is the only known source capable of satisfying the Government's minimum requirement. IFR Americas' 1400A-110 Transponder/ DME Bench Test Set and 1404 -110 MK XII / Mode 4 IFF Accessory Units are the only devices compatible with the existing IFR ATC-1400A Test Set. The Mode 4 IFF Accessory Units are needed to work in conjunction with the previously purchased IFR ATC-1400A Transponder/ DME Portable Test Set. When combined, the 1404 -- 110 and ATC 1400A become a mode 4 Test System. Therefore, another ATC-1400A will be needed to maintain a common test environment throughout all testing activities and locations. The contract line item numbers (CLINs) and descriptions are: CLIN 0001-Part Number 1400A-110, Transponder / DME Bench Test Set (Qty 1 EA); CLIN 0002 Part Number 1404 -110, MK XII / Mode 4 IFF Accessory Unit (Qty 2 EA). Award is expected to be in SEP 2000. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received from interested parties by SEP 21, 2000 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. Facsimile submissions are acceptable. For information, contact Sally Starkey, Code 2.5.4.1.2.5, Telephone 301-862-8894, FAX (301) 862-8670 or via e-mail: starkeySA@navair.navy.mil.
