Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby requested and a written solicitation will NOT be issued. = The solicitation number is 52RANB10C012 and is issued as a Request for Proposal (RFP). The Optoelectronics Division of the National Institute of Standards and Technology (NIST) requires a F2 Excimer Laser that operates at an optical radiation wavelength of 157nm. The system can be new, reconditioned or remanufactured. If it is reconditioned or remanufactured, it shall be in a =93as new=94 condition and, in either = case, it must include a minimum of a one year full warranty on parts and labor. The system must meet or exceed the minimum technical requirements for the duration of the warranty period. The technical requirements include the following: 157nm operational wavelength at 208 VAC. Average power: 6 Watts or greater. Pulse energy: 30 mJ/pulse. 200 Hz pulse repetition rate. Internal energy monitor and pulse energy stabilization capability of 5 percent or better. Room temperature operation. Remote control operation through RS-232 or GPIB bus. A = sync or trigger output that allows TTL triggering of other devices. In addition, any accessories that are required for normal laser operation shall be included in the system. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This acquisition is unrestricted. Standard Industrial Classification code is 3825. Small business size standard is 500 employees. Delivery shall be no later than 90 calendar days after Contractor's receipt of a notice of award. Delivery shall be F.O.B. Destination to NIST, Building 22, 325 Broadway, Boulder, Colorado 80303-3328. Interested parties are responsible for accessing and downloading documents from that (or any other) site. Firms who have no access to the internet may call 303/497-3221 and ask for copies of the clauses to be either mailed or faxed to them. The following provisions and clauses apply to this solicitation: FAR 52.212-1, (provision) "Instructions to Offerors -- Commercial Items"; FAR 52.212-2, (provision) "Evaluation -- Commercial Items"; FAR 52.212-3, (provision) "Offeror Representations and Certifications -- Commercial Items" (NOTE: Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3.); FAR 52.212-4, (clause) "Contract Terms and Conditions -- Commercial Items"; FAR 52.212-5, (clause) "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items" including = the following additional FAR clauses in paragraph (b): 52.203-6, 52.211-5, 52.219-8, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225.3, 52.225-4, 52.225-10, 52.225-13, 52.225-15, 52.232-34 and 52.233-3. The evaluation criteria shall be: (1) meets or exceeds specifications -- 60 points; (2) must have similar excimer laser experience -- 40 points; (3) past performance -- 40 points (provide at least 3 work related references); (4) quality of proposal -- 10 points (150 points total). Award of the contract will be made, within the limit of available funding, to that offeror whose proposal contains the combination of those factors offering the best overall value to the Government. This will be determined by comparing the differences in = the values of technical and management features with differences in cost to the Government. In making this comparison the Government is more concerned with striking the most advantageous balance between technical and management features and cost to the Government. Offers are due at 3:00 p.m. on September 22, 2000 and shall be mailed to BID DEPOSITORY, DOC, MASC, MC3, Acquisition Management Division, Room 33-GB506A, 325 Broadway, Boulder, CO 80303-3328. If hand carried, you must take your sealed offer to Building 22 before you deliver it to the bid depository identified above so that it may be X-rayed and properly marked. Packages that do not bear proper X-ray markings will not be allowed in the David Skaggs Research Center, Building 33. Allow at least 30 minutes for this process. Delivery of hand carried packages to = Building 22 for purposes of obtaining the X-ray markings does not constitute timely receipt at the bid depository.
