Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation, Subpart 12.6 as suppleamented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DAHA40-00-R-0104 is issued as a request for proposal (RFP)and incorporates provisions through Federal Acquisition Circular 97-11. SIC code is 9999 and small business size standard is $5 million. The Tennessee Army National Guard has a requirement for a Portable Rock-Climbing Wall Display for the Recruiting and Retention Division. Minimum specifications are as follows: Minimum 25 ft tall, 8 ft wide, made of 1/4 inch fiberglass. Wall to be capable of supporting four adult climbers simultaneously on a 180 degree surface with separate climbing paths. Include minimum of six climbing harnesses. Top of wall is enclosed rounded top to assist with aerodynamics when transporting, and to maintain aesthetic appearance when in use. Mobile system to include four detachable auto-belay systems. Wall must have aesthetic appearance to simulate natural rock boulders. Entire climbing surface will be textured to prevent slipping of footing and be textured, painted to simulate natural gray limestone, and clear coated. Contractor to provide custom graphics on wall, provided by requestor. Fiberglass wall is to be one solid piece, not constructed of bolted panels. System to have minimum of 70 hand-hold/foot-holds attached to wall with Allen head bolts and washers and nuts on the backside. (Attached by contractor) Minimum of 30 additional hand-hold/foot-holds (not attached) will be supplied by contractor with adequate supply of Allen-head bolts, washers, and nuts. Mounting structure for wall is 4" x 4" x 3/16" square steel built as part of the trailer structure. Attached to trailer and mounting structure is a 12 volt Hydraulic Lift with battery, capable of smoothly raising and lowering wall into a vertical position. Power control for raising and lowering wall is hand-held detachable control. Trailer should be approximately 27 feet in length and 8 1/2 feet wide. Should have 7 inch aluminum side rails with aluminum fenders. Axles are tandem 3500-LB torsion with electric brakes on both axles. Outriggers are required for stable operation of rock climbing wall and will be a minimum of 3 1/2" x 3 1/2" x 3/16" square steel tubing that extends 5 feet. Outriggers slide into trailer during transport (without disconnecting). To include a spare tire and aluminum utility box. Trailer Hitch uses 1 5/16" ball. Delivery to be FOB Destination, Smyrna, TN 37167, 4 to 6 weeks after award. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable. Award to be made to the lowest, technically acceptable proposal. Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certification -- Commercial Items, with offer. The Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items applies.
