Description
Christmas Tree. The 12th Contracting Squadron at Randolph AFB, TX, intents to award a firm fixed-price Purchase Order pursuant to the Federal Acquisition Regulation (FAR), to furnish all parts, materials, instructions and transportation necessary to provide and ship a 25 foot imitation Christmas Tree, exterior, minimum twenty-five (25) foot height, base minimum approximately twelve-to-sixteen (12 _16) ft diameter, with lights and decorations pre-installed, with wheeled, permanent storage. Total price to include shipping and handling to Randolph AFB TX. Lights are to be clear and must meet all applicable exterior-use electrical codes. Decorations are to be gold-plated in color. Lights and decorations are to be permanently attached to tree segments for quick set-up. Tree must be erectable without special equipment or scaffolding. Offerors are cautioned to provide their best delivery schedule. The Government requires that the tree be delivered to Randolph AFB by 17 November 2000. Notwithstanding, the Government reserves the right to pay a premium for a better delivery. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation, reference PR No. FQCES102070100. This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Cited provisions and clauses can be viewed at the following web site: http//farsite.hill.af.mil. This acquisition is set aside for small business under SIC code 9999, with a size standard of 500 employees. Contractors must be registered in Central Contractor Registration (CCR) prior to receiving any formal contract award. You can register in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr2000.com. EVALUATION: Offerors are required to submit commercial literature describing their product and how they plan to meet the requirements of this solicitation. Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, delivery and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. Offerors must include catalog price lists, delivery schedules and completed copies of provisions at FAR 52.212-3, Offeror Representation and Certifications, Commercial Items. The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The clauses FAR 52.212-4 and FAR 52.212-5, applies to this acquisition with these additional FAR clauses marked: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports of Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4214); and 52.232-33 Payment by Electronic Funds Transfer_Central Contractor Registration. DFARS provisions and clauses are as follows: 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7002, Qualifying Country Sources as Subcontractors. Standard Commercial warranty is required. Quotes must be sent to the contract specialist listed above NOT LATER THAN CLOSE OF BUSINESS (1630 CENTRAL TIME) 14 SEP 2000 and should reference the PR number listed. Award is anticipated to be made 15 Sep 2000. The government prefers to acquire this requirement through an order against an existing GSA contract.
