- The purpose of this notice is to inform all interested parties that the U.S. Environmental Protection Agency (EPA)intends to negotiate a Sole Source Fixed-Priced procurement with the Arizona Department of Health Services, Bureau of Epidemiology and Disease Control Services,3815 N. Black Canyon Highway, Phoenix, Az 85015, for Spatial Aspects of Pesticide Application in Arizona along the U.S./Mexico Border. The associated Standard Industrial Code (SIC) is 8734 with a size standard of $5.0M. This procurement will not be made under FAR Part 12 provisions. This procurement is for the sole purpose of determining Pesticide Exposure Potential (PEP) for each sampling site using: 1)Global Positioning System (GPS) readings from schools and homes previously surveyed in Yuma, Arizona for pesticide exposure surveys (see appendix A, Centers for Disease Control -- Target Analytes), 2)the total number of hectares under cultivation adjacent to homes and schools, 3)the total number of pesticides of concern used in the specified areas and 4)the number of kilograms of each pesticide utilized in the study area during the period of concern. Using Geographic Information System (GIS)technology the contractor shall develop PEP indices and calculation methods (algorithms) and apply these PEPs to each of the participant homes and schools. The contractor must determine the appropriate distance of concern (radius of circle circumscribed or drawn about each home or school for which a PEP is to be developed). Factors to be considered in this determination include but should not be limited to: 1)distance of potential spray drift, and 2)distance of potential significant contamination from other factors such as track-in from shoes or clothing. In addition, the contractor must develop the windows of concern (appropriate time period/duration) for the PEP determinations. Factors to be considered in this determination include but shall not be limited to: 1)environmental half-lives of the pesticides of concern, and 2)time of collection of dust samples and urine metabolites at the given geographical location. The contractor must develop PEPs utilizing past data (e.g., location of agricultural fields) from the Yuma area supplemented with current data in terms of type and amount of pesticide application for each home or school in these studies. The final product is a calculated PEP, and the algorithm for calculating the PEP for each exposure location. These calculated PEPs will be used to test the accuracy of the calculation against known data for the same or similar exposures. EPA believes the Bureau of Epidemiology is the only entity that has the locational data which was collected under a confidentiality requirement. The locational data is essential to the completion of this study. The records relating the sample numbers to a particular house or person are confidential and the Bureau of Epidemiology has access to the confidential locational data. No Solicitation is available. All interested parties who believe they can provide the required services should fully explain their capabilities in writing within 15 days of the date of this announcement. The intent of this synopsis is to determine if any additional source(s) exist and, therefore, no Request for Proposal is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
