- Description
- The Air Force Nonappropriated Fund Purchasing Office proposes to acquire professional services for the preparation of market feasibility/financial viability analysis studies for nonappropriated fund facility construction/renovation projects. This requirement will include an indefinite quantity of market feasibility analysis studies to be conducted at the early concept stage of each project. The study team will be a multi-disciplined with professional expertise and experience in market analysis, financial analysis, and architectural disciplines related to the hospitality and leisure activity industry. The market and financial analysts must be knowledgeable and trained in market feasibility, consumer preference research, and financial and operational performance analysis. The architect must be knowledgeable in project concept development/design, facility master planning, existing facility evaluation, and project cost estimation. Significant specific evaluation factors, in their relative order of importance, include: (1) Specialized experience of firm: Must have adequate staff with specialized experience in conducting market feasibility analysis studies, financial performance reviews, and facility planning/design. Areas of considerations are: (a) demonstrated expertise in the areas of market feasibility analysis, consumer preference research, concept development, food and beverage planning, financial performance, architectural concept development, site planning, existing facility evaluation, environmental impact and hospitality/leisure industry standards, and (b) recent project experience which indicates a broad and in-depth background in feasibility studies for hospitality/leisure activity program/facilities. (2) Specialized market feasibility and facility development experience (demonstrated ability in past professional work of a nature similar to this contract). Areas of considerations are staff experience in food and restaurant operation, youth activities, outdoor recreation, golf course development, bowling center, and other type of recreational activities. (3) Past performance with government contracts and private industry in terms of quality of work, and compliance with performance schedules. Include recent projects and customers who can provide an assessment of the firm's qualifications and ability to meet timelines and schedules. (4) Professional qualifications necessary for satisfactory performance of required services. Areas of consideration are licenses, professional credentials, professional memberships, and related professional growth and development. Where qualifications is addressed, include resumes of the staff and consultants. The qualification statement of firms that respond to this advertisement should clearly indicate the location where the office work will be performed and the qualification of the individuals anticipated to work on the contract. Responses to this advertisement arriving by the close of business, 9 Oct 00 will be considered for award. Discussions may be held with the highest rated firm (s) having a realistic opportunity for contract award. The NAFI reserves the right to make a single or multiple contract awards. This is a nonappropriated fund requirement and does not involve appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This requirement does not involve Federal tax dollars.
