Description
The Department of Veterans Affairs (VA) intends to enter into a firm-fixed price, sole-source contract, with the Joslin Vision Network (JVN). The Joslin Vison Network is a public research foundation that is affiliated with the Harvard University School of Medicine. JVN has developed a remote-site, diabetes eye and medical care program that expands the availability of diabetes specialty care through the use of telemedicine. Since 1998, VA has participated in a joint pilot program with the Department of Defense (DoD) that uses the JVN telemedicine technology. Funding to support the joint pilot program was appropriated directly to DoD and then redirected to several sites in VA that are currently operational. In the VA/HUD Fiscal Year 2000 Appropriation Bill, Congress recommended that VA expand its joint use of the JVN telemedicine technology, on the basis of positive results received from recent trials that were conducted utilizing the JVN telemedicine capabilities. It is VA's intention to use funds to set up a reading center at the Seattle VA Medical Center and image acquisition and review sites at Billing, MT, Tri-Cities, WA, and Anchorage, AL.
