- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DE-RP04-00AL66954 and is being issued as a request for proposal (RFP). This solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. The Carlsbad Area Office (CAO), National Transuranic (TRU) Program (NTP) is in need of at least three individuals to provide technical assistance in developing and implementing the CAO NTP policies and strategies. Services to be provided will be to assist with the implementation of the CAO requirements and policy, such as preparing or reviewing draft documents for CAO, attending meetings, conference calls, and conferences as directed by CAO, and traveling to generator sites as requested by CAO. In addition, these individuals will support NTP with TRU waste issues; generator site TRU waste support; document preparation and review; tracking and coordination of TRU waste issues as directed by CAO; and assistance in developing waste characterization, certification and disposal strategies. The work will be assigned based on fixed price task orders issued by the CAO as services are required. The period of this contract will be for one year with two-one year option periods to be exercised at the discretion of CAO. The provision at FAR 52.212-1, Instruction to Offerors -- Commercial, applies to this acquisition with the following adjustments to the clause. (1) Paragraph (b) references SF 1449, which is not applicable to this acquisition. (2) Paragraph (c), Period for acceptance of offers shall be for 60 days and not the 30 days indicated. (3) Paragraph (f) shall indicate that proposals are due on October 5, 2000 by 3:30PM, Mountain Standard Time (MST). (4) Paragraph (h) shall be revised to indicate that there may be up to three awards made from this solicitation. The provision at FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition. The specific criteria to be included in paragraph (a) are the following: (1) Individuals technical capability to perform the above type of services. Technical capability will be evaluated based on revelant education, past and present experience, professional credentials and the relationship of such education and experience to the work requirements described above. (2) Past performance in performing similar work during the most recent five years. Past performance will be evaluated on quality of service, customer satisfaction/timeliness, cost control, and business practices. (3) Price proposed for the individual's fixed hourly labor rate. The hourly rate will be evaluated to determine reasonableness, and realism. Technical capability and past performance when combined are substantially more important than price. All offerors shall include a completed copy of the provision at 52.232-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items, will be applicable to the resultant contract. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. Paragraph (b) of FAR 52.212-5 includes the following clauses incorporated by reference: (1) FAR 52.222.21, Prohibition of Segregated Facilities; (2) FAR 52.222-26, Equal Opportunity; (3) FAR 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; (4) FAR 52.222-36, Affirmative Action for Handicapped Workers; (5) FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. No clauses in paragraph (c) of FAR 52.212-5 are applicable to this acquisition. Copies of the above listed FAR clauses are available from www.arnet.gov/far/. All offers are due no later than October 5, 2000 by 3:30 PM Mountain Standard Time. All offers shall include the outside packaging, MAIL ROOM DO NOT OPEN SOLICITATION NUMBER DE-RP04-00AL66594.
