- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format I FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The standard industrial classification code is 8748 and the small business standard is $5M. This solicitation is 100% set aside for small businesses. Contract Line Items will be for non-personal manpower support services IAW the Performance Work Statement which can be accessed at: http://pkec.robins.af.mil under the Contracting With Individuals for Manpower Support- F09650-00-Q-0578. Individuals which have previously submitted proposals under the contracting with individuals program need to re-confirm their previous submittal and update their previous proposal is necessary. Line Item 0002 will be a line item for Expense material; Line Item 0003 will be for Travel and Per Diem; Line Item 0004 will be for Data IAW the DD Form 1423 found at the above web site. This requirement will be a basic plus three annual option periods. This requirement requires the service of a GS-0855-12 , Sr. Software Engineer to provide AN/ALQ-161A software block cycle support for WR-ALC/LNERL. Reference the above site, para 1.3 for additional contractor qualifications and Section C-5 for the specific tasks. Evaluation will be made on a Best Value Basis. Evaluation Factors in descending Order of importance are Experience, Past Performance, Price, Education, and General Considerations. The Source Selection Plan at the above web site contains additional information concerning the evaluation of offers. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition.
