Description
DESC: The African Development Foundation (ADF) is seeking a highly qualified individual to serve under a two year contract. The individual will be hired under a Personal Services Contract (PSC) and will work under the supervision of the President of the Foundation. An overview of the position is provided below. Interested candidates should review the minimum qualifications and other information contained in paragraph A and submit applications using Standard Form 171 or a detailed curriculum vitae (C.V.). The CV should provide details of relevant experience. The position will be available as of October 2. Overview: ADF's Trade and Investment Advisor (TIA) will serve as an expert and professional leader in ADF on issues affecting the development and implementation of trade and investment programs focused on grassroots based small and medium enterprises (SMEs) in Africa. The TIA will provide leadership in designing long-term ADF policies an strategies for providing trade and investment assistance to SMEs that are responsive to their unique needs and aspirations. The TIA will assist ADF offices and SME grantees in developing strategies, interventions, products and methodologies to improve their competitiveness and increase their participation in trade and investment activities. The TIA will prepare product, industry and sector analyses, ADF product development documentation and participate in internal technical reviews. The TIA will review and evaluate potential trade and investment development grants for possible ADF funding; conduct ongoing monitoring, mid-term and post-award field assessments for funded projects and programs; analyze grantee performance, trends in trade and investment promotion, and the effectiveness of ADF support. The TIA will also recommend improvements in ADF systems and procedures for identification, selection, monitoring, evaluation and follow-up of ADF trade and investment program activities. The TIA will conduct and review research findings related to the participation of African SMEs in trade and investment activities, and contribute to the development of research and policy analysis frameworks for new research undertaken by ADF grantees and/or program specialists. The TIA will represent ADF with other US Government agencies, international finance and business development service institutions, and U.S. private sector and PVOs in areas of mutual interest and benefit. Finally, the TIA will devise and implement strategies for successfully leveraging additional resources for ADF and/or ADF supported programs in the trade and investment arena. A. QUALIFICATIONS, EXPERIENCE AND SELECTION CRITERIA. Applicant must be a U.S. Citizen and must be fluent in English. Broad knowledge of U.S. and African trade and investment promotion policies and procedures, particularly pertaining to small and medium-size enterprise development (15%). Understanding of African-oriented enterprise funds, venture capital, project finance, commercial trade finance and donor financing programs (15%). Ability to develop and implement a trade and investment program vision and strategy that complements key U.S. Government, African and international donors, African and U.S. private sector programs, goals, and objectives (20%). Demonstrated ability to utilize human, financial and information resources as well as new technologies to enhance the effectiveness of ADF's conventional small and medium size enterprise development projects and strategies, and ADF's new trade and investment initiatives (10%). Substantial professional writing and/or research contribution, or strong evidence of trade and investment policy and program analysis (10%). B. COMPENSATION The term of the contract will be for a two year period. The actual salary of the successful candidate will be negotiated within the GS-14/15 pay range depending on the qualifications and previous earning history.
