Description

The Social Security Administration (SSA) intends to negotiate solely with Cincom, 55 Merchant Street, Cincinnati, Ohio 45246, for the annual Cincom Smalltalk Subscription consisting of 14,000 Deployment Users and 20 Development licenses effective September 1, 2000 through August 31, 2001. The license entitles SSA to support services, the latest product updates and the latest major functional release for the Smalltalk Standard Edition. The Cincom Smalltalk Standard Edition is a proprietary developmental tool, previously known as Object-Studio has been in use at SSA for approximately 6 years. This package utilizes a proprietary dialect of the Smalltalk development language and produces run-time code, which executes on Intel based computers running the Microsoft Windows NT operating system. The SSA has deployed operational computer based processing systems using this tool. The previous contract has expired and this award shall serve as an interim contract to avoid serious injury to the agency while the agency contemplates a replacement contract. Cincon is the only known source of this proprietary license. A sole source award pursuant to FAR PART 13.5 Simplified Acquisition-Test Program for Certain Commercial Items shall be issued to Cincom of Cincinnati, OH.
