Description
The U.S. Army Tank-Automotive Armaments Command -- Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ and the PM Paladin/FAASV is seeking interested parties to investigate the feasibility of a Laser Ignition System which can be developed to replace the current primer ignition system used to ignite the propelling charge for firing army artilleries (cannons). This Laser Ignition System may be used on the M109A6 Paladin Self-Propelled Howitzer, the Crusader Self-Propelled Howitzer and the Light Weight 155MM Towed Howitzer. The proposed laser system would be expected to operate within the following performance contraints; a)28 Volts DC Power, b) small enough to mount on the breech of the 155MM cannon, and c) survive cannon firing shock. The Laser assembly would be required to meet the nuclear, biological,and chemical (NBC) protection requirements contained in AR70-71 and the US Army NBC contamination survivability criteria. The proposed device would also be required to comply with the Army Electromagnetic Interference and lighting strike requirements (see attached file for top level general requirement. Detail performance requirements will be provided at the briefing). This laser ignition program is currently being planned as an eighteen month development phase with a potential follow-on production phase for up to 950 plus laser systems and associated spare components. Based on the current acquisition strategy; including the shortened development cycle, the Government anticipates that any prospective ignitor candidates would be mature technologies. Any proposed approach would need to meet the performance/cost/schedule constraints of the program. The Government intends to hold an Information Briefing for industry at Picatinny Arsenal, NJ, Bldg. 3022, Conference Room 220 on October 2, 2000 9:00AM to address the performance requirements and program acqusition strategy. In accordance with FAR 15.202, the Government is contemplating requesting information from prospective offerors in the form of a one on one briefing. The Government will then perform an analysis of their viability as a contending offeror. Projected time frame for this one on one process is November 2000. The detail format and submission of the presentation will be provided at the information briefing. This announcement constitutes a request for information synopsis and market survey, ONLY. Any information obtained is for planning purposes. It does not constitute a commitment to issue a solicitation/contract by the Government.
