- Description
- WA PFH 164-1(1), PEOLA-IRON SPRING ROAD, Umatilla National Forest, Garfield County, Washington. This solicitation has been accepted by the Small Business Administration (SBA) under their competitive 8(a) program as requirement number 7700-00-006434. Sealed bids accepted for this procurement are limited to eligible 8(a) firms under SIC Code 1611 who are in the developmental stage and are located within the states of Washington, Oregon and Idaho, and 8(a) participants in good standing, serviced by an SBA office outside these states, but having a Bona fide branch office in these states. Subcontractors and supplies do not need to be in the 8(a) program. This project consists of 9.454 km of grading, base, and drainage. Project includes construction survey & staking; contractor sampling & testing; construction schedules; monuments & markers; 4,000 cu m watering for dust control; 21.6 ha clearing & grubbing; 11,075 m removal of structures & obstructions; 200,000 cu m excavation & embankment; 24,000 sq m roadway obliteration; 325 m riprap; 99,000 t untreated aggregate courses; 22,000 t emulsified asphalt treated base course; 3,390 t stockpiled aggregate; 25 t minor hot asphalt concrete; 1,085 m culverts; 14,620 m fences; 35 ea gates; 3 ea cattle guards; 21,400 sq m placing topsoil; 11 ha turf establishment; 368 ea permanent traffic control devices; 122 sq m temporary traffic control; 2,600 flagger hrs; 260 pilot car hrs; 29 ea remove & reinstall birdhouses; and other smaller items of work. This project is located approximately 13 km south of Pomeroy, Washington. Work shall be completed by August 1, 2002. Estimated price range is between $2,500,000 and $5,000,000. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
