SUBJECT: Remove and Install Various Compressed Air Components SOL: F41691-00-T-0030 Due: 19 SEP 2000 POC: Susan Bergeron, (210) 652-5141 ext. 3052 The 12th Contracting Squadron at Randolph AFB, TX, intends to award a firm fixed-price Purchase Order pursuant to the Federal Acquisition Regulation (FAR), to remove and install various compressed air components in the Media Blast Facility for the Logistics Group, Randolph AFB, TX. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ), Solicitation No. F41619-00-T-0030. This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Cited provisions and clauses can be viewed at the following web site: http//farsite.hill.af.mil. This acquisition is unrestricted. The contractor shall supply all personnel, supervision, materials, and equipment necessary to perform and complete the following requirement: 1. SPECIFICATION OF SERVICE: Scope: The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items necessary to remove existing, and furnish and install new compressed air components in Bldg. 61, Randolph Air Force Base (AFB), Texas, in accordance with this Statement of Work (SOW). The contractor shall perform to the standards established in this SOW. 2. QUALITY CONTROL: The contractor shall insure that all work performed meets the requirements of the below Statement of Work. 3. PHYSICAL SECURITY: The Contractor shall obtain vehicle passes for each vehicle used on Randolph AFB during the execution of this contract. The necessary applications for vehicle passes can be obtained through the Base Contracting Office and must be signed by the Contracting Officer. To obtain vehicle passes, please present to the C.O. a letter from the employing agency verifying employment status. The completed applications are then processed through Security Forces, Building 1027. All vehicle passes shall be obtained prior to the start of this contract. 4. HOURS OF OPERATION: The Contractor shall schedule the work between the hours of 6:30 A.M. and 3:15 P.M. Monday through Friday. The Contractor is not required to schedule work on Federal holidays. 5. GOVERNMENT FURNISHED UTILITIES AND SERVICES. a. The Government shall provide, without cost to the Contractor, the utilities necessary to accomplish the tasks specified. The Contractor shall instruct employees in utilities conservation practices and shall be responsible for operating under conditions that prevent the waste of utilities. b. The Government shall provide without cost to the Contractor, Security Forces and Fire Protection. In the event that Security Forces or Fire Protection is needed by the Contractor while on Randolph AFB, the Contractor shall call the following numbers: Security Police 7-5700 Fire Department, 911. 6. CONTRACTOR FURNISHED EQUIPMENT, COMPONENTS, MATERIALS, AND SERVICES: a. Except for the utilities or services specifically stated to be Government furnished in paragraph 5, the Contractor shall furnish everything required to perform the work described in the SOW. b. All equipment, components, materials, and services supplied by the Contractor shall conform to applicable safety and health standards as established in the Federal Regulations Title 29, Chapter XVII, Paragraph. 1910, Occupational Safety and Health Act of 1988. 7. SPECIFIC TASKS. PRIOR TO REMOVING EXISTING COMPRESSED AIR COMPONENTS: To reduce customer down-time, Contractor shall have replacement compressed air components on-hand and ready to be installed, and will contact Mr. De la Garza or Mr. Schmuck, at (210) 652-2675 and 652-4326 (respectively), to make removal and installation arrangements. The Government will dispose of the existing parts. 8. PERIOD OF PERFORMANCE: Contract commencement shall begin within 90-days of contract award and requires completion within 30-days of commencement. 9. CLEAN-UP: Upon completion of the project, Contractor to return work site to safe and orderly status for acceptance by the Contract Monitor. All debris will be transported and disposed of at Contractor's expense. 10. POINTS OF CONTACT AT WORK SITE: See Paragraph 7. 11. SITE VISIT: 13 SEP 00 at 0900 Central Time: Meet at Bldg. 224, Room 107. Approach the Main Gate (Harmon Drive) and go to the Visitor_s Center, the attendant will phone 12 CONS 652-5141 ext. 3052 and ask for Susan Bergeron or 652-5121 ext. 3043 and ask for Kirk Wadsack. 12. IAW FAR 52.237.1, Site Visit, offerors are urged and expected to inspect the site where installation is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. EVALUATION: Offerors are required to submit commercial literature describing their products and how they plan to meet the requirements of this solicitation. Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. Offerors must include catalog price lists, delivery schedules and completed copies of provisions at FAR 52.212-3, Offeror Representation and Certifications, Commercial Items. The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The clauses FAR 52.212-4 and FAR 52.212-5, applies to this acquisition with these additional FAR clauses marked: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports of Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4214); 52.232-33 Payment by Electronic Funds Transfer_Central Contractor Registration; 52.211-6 Brand Name or Equal; and 52.237-1, Site Visit. DFARS provisions and clauses are as follows: 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7002, Qualifying Country Sources as Subcontractors. Standard Commercial warranty is required. Quotes must be sent to the contract administrator listed above not later than close of business (1630 Central Time) 19 Sep 00 and should reference the solicitation listed. Award will be made on or about 28 Sep 00. THE GOVERNMENT PREFERS TO ACQUIRE THESE COMPONENTS THROUGH AN ORDER AGAINST AN EXISTING GSA CONTRACT. OFFERORS WHO CAN PROVIDE THE ENTIRE LIST OF COMPONENTS, INCLUDING INSTILLATION, UNDER A GSA CONTRACT, SHOULD CONTACT SUSAN BERGERON IMMEDIATELY AT 210-652-5141. Statement of Work: Compressed Air Components The contractor shall provide all components and labor required to accomplish the removal and installation of the following items. All labor shall be accomplished in a professional manner and according to Manufacturer_s Recommendations. Once installed, the contractor has the ultimate responsibility to ensure that this is a viable working system that delivers clean, dry air to the Media Blast Facility for the intended purpose of providing breathing air for employees during the blasting of aircraft. REMOVAL: Remove existing tank, dryers, filters, and condensate system. Removal includes piping, wiring, accessories, etc. as required by the SOW. The Government will dispose of these items. PROVIDE: The following _Brand Name or Equal_ in accordance with the stated salient characteristics: (1) each: Airteck Model CT2500, 2500 CFM, 460 Volt, Refrigerated Air Dryer: Unit is designed to run energy efficiently (start/stop or load/unload) when operating at less than 100% capacity. Dryer shall be set up for 460-3-60 power, with NEMA-4 electrical enclosure. Dryer shall incorporate a coalescing filter, mounted in the cold section of the dryer to offer maximum contaminate removal, to prevent contaminants from migrating into the blast system. Provisions must be made to make the element easily serviceable. The dryer shall be capable of handling inlet temperatures of up to 160 degrees F, in order to keep the system operating under all possible conditions. The dryer shall include a digital readout for pressure dewpoint. (1) each: Silvan Model 92-60-2200-150, 2200 Gal, Vertical, 150 PSI, Air Receiver Tank (with primer finish): This receiver shall have proper connections to allow for maximum airflow and minimum pressure drop. (1) each: Kunkle Model 6010HH, 2500 CFM, 150 PSI, Safety Relief Valve. (1) each: Midwest Control Model LFSL4-200, Liquid Filled 4_ Gauge, 0-200 PSI. (1) each: Air Systems Model ACD5-A, Auto _Demand_ Tank Drain: Tank drain shall waste no compressed air and requires no electricity. (1) each: Clean & Clear-OSD, Condensate Management System: This condensate system shall utilize filtration technology to prevent overflow and shall have a replaceable element which can be visually checked for filter service requirements. (1) each: Installation Costs, including Piping and Electrical Connections. Contractor shall provide a minimum, one-year warranty for all components and labor.
