- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Solicitation number RFQ F14614-00-Q-0001 is issued as a Request for Quotation, for a small business set aside. This solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 97-19. The Standard Industrial Code (SIC) is 3663, Radio and Television Broadcasting and Communications Equipment, the size standard of which is 750 employees. This is a request for Grace Employee Monitoring System. This is a fully automated personnel accountability system. This is a for the emergency incident scene that continuously provides the following data: 1) Identifies personnel operating on the incident, 2) On/Off status of T-Pass II devices, 3) The identity of personnel in alarm, and 4) When personnel have not checked in. Item 1: Command Base Receiver with built in programmable Liquid Crystal Display (LCD). LCD census screen that displays the names and status of up to 1,584 unique identities simultaneously displayed in multiples of 8. The screen scrolls automatically every 10 seconds or can be manually advanced. Equal is acceptable. Quantity: 1 each. Item 2: T-Pass II Personal Accountability Device. Radio -- spectrum 902-928 MHz band. Audio output -- 95+ dBA minimum. Case -- high strength polycarbonate case. Equal is acceptable. Quantity: 60 each. Item 3: Portable Repeater Unit and Enhanced Receiver Unit. Repeater is used to increase the range of the T Pass I transmitter. Enhanced radio receiver can be used in conjunction with the GEM Systems Receiver which can be configured to maximize signal reception. Equal is acceptable. Quantity: 1 each. Delivery is FOB destination with a delivery date of 30 days after receipt of order. All FAR clauses and provision referenced below may be reviewed and/or obtained from the General Services Administration's Federal Acquisition Regulation web site at Internet address http://farsite.hill.af.mil/. The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instruction to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quotes in descending order of importance: price. Note or equal items see clause FAR 52.211-6, Brand Name or Equal. FAR 52.212-3, Offerors Representation and Certification -- Commercial Items. Quotation shall be accompanied by a completed representations and certifications. FAR Part 52.212-4, Contract Terms and Conditions- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; the following clauses under paragraph (b) apply: (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, and (22) 52.232-33. FAR 52.211-6, Brand Name or Equal. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items -- the following clause under paragraph (b) applies: DFARS 252.225-7001. DFARS 252.204-7004, Required Central Contractor Registration. All responsible sources may submit a quotation which shall be considered by the Agency.
