- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). One each of a Niton Corporation 800 Series Portable X-Ray Based Alloy Analyzer with a Portable Printer or equal. Salient characteristics include: Item #1 -Alloy Analyzer system must be capable of performing automated simultaneous K-shell and L-shell x-ray detection and spectrum analysis using FP algorithm. Automatic corrections must be made for source age and sample geometry to allow for testing of small or irregular shaped objects. System must report chemistry for individual elements to 2-sigma. Display System must display the complete x-ray spectrum from 3 KeV -- 88 KeV for each reading and include an automated, barcode-based, data-entry system for test site and sample information. Data-entry system must accommodate user-defined inputs and be fully integrated with the system downloading and reporting software. The system must use a cadmium-109 (109Cd) source with a source half-life of no less than 463 days. Radiation accumulated on user's hand with safety shutter open during reading is not to exceed 0.1 mR/hour. System must not require radiation label on carrying case and must conform to 49 CFR 173.421 for "excepted package", instruments and articles, N.O.S. UN2910. System must be single, self-contained handheld unit, battery operated. The unit shall have a gun-style handgrip to facilitate positioning and must be capable of identifying fillet welds and other difficult to access areas. System must be able to self-calibrate before testing is enabled and must electrically regulate the temperature of its x-ray detectors to prevent inconsistent and/or highly variable results caused by shifts in ambient temperature. Alloy list / Library: Analysis of Chromium, Iron, Nickel, Molybdenum, Cobalt, Copper, Zinc, Titanium, Tungsten, Vanadium, Manganese, Niobium (Columbium), Zirconium, Hafnium, Tantalum, and Lead. The expanded alloy library will identify many (U.S. designated) stainless and tool steels, nickel alloys, including incoloys, inconels, hastelloys and monels, cobalt alloys, copper and brasses, and titanium alloys. The System must provide alloy chemistry and grade match for a minimum of 300 common alloys and provide grade identification in as little as five seconds and provide capability for matching 250 custom alloys via taught spectra and must also provide spectral match in as little as two seconds. The Radioisotope Source Options must be upgradeable to include a Fe-55 (55 Fe) source (for Ti & V analysis) and Am-24 (24Am) source (for Pd, Ag, Sn). System must be upgradeable to different configurations for analysis of fillet welds (corner welds). Item #2- A portable battery-operated printer shall be supplied which will serve as a documentation/output mechanism for the alloy analyzer unit. Item #3- A set of 100 Certified Alloy Identification Standard Blocks shall be supplied. These blocks shall be housed in a suitable secure container to facilitate transport and prevent loss. All supplied standards shall be certified with a system traceable to the National Institute of Standards (NIST). Written evidence of certification shall be supplied with the standards. At least three copies of the commercial operation and maintenance manual shall be shipped with the instrument. The items shall be supplied with the commercial warranty or a two-year warranty on parts and labor, whichever is longer. The provisions and clauses in the RFQ are those in effect through FAC 97-19. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3825 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. Delivery to Langley Research Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 09/15/00 and may be mailed or faxed to Mrs. Artistine Lethcoe-Reid, MS/126 NASA, LaRC, Hampton, VA 23681 and/or FAX NUMBER (757)864-6131 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: 52.214-34; 52.214-35; 52.225-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
