- NASA/GRC plans to issue a Request for Quotation (RFQ) for Item 1. 1 ea. Model 1470 Multichannel Battery Test System, 8 independent 4-ampere test channels with coupled cycling and impedance measurement capability; Item 2. 1 ea. set of 8 cell cables for Model 1470 Battery Test System. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Solartron, 19408 Park Row, Suite 320, Houston, TX 77084-0000 under an approved Justification citing the authority of 10 U.S.C. 2304(c)(1)- Only one responsible source and no other supplies or services will satisfy agency requirements. The Justification for Sole Source is that NASA requires a state-of-the-art multi-channel battery test system that is capable of controllling and performing cell and battery charge/discharge cycle testing along with integrated electrochemical impedance testing on the cell undergoing the cycling. This elliminates the need to have to periodically physically stop a cycle test in order to perform an impedance measurement on a cell using a different instrument. Only the Solartron Model 1470 identified above can meet this technical requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 11,2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
