- Description
- This is a notice of intent to enter into a sole source purchase order under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, with Research Systems, Inc. of Calverton, MD under the authority of FAR Subpart 13.106-1(b). The National Institute of Standards & Technology (NIST) Materials Science and Engineering Laboratory, NIST Center for Neutron Research has a requirement for a software environment for reduction, analysis and visualization of scientific data. The required software must: (a) be highly capable of graphical rendering of scientific data and have strong analytical/mathematical tools; (b) provide native support the National Center for Supercomputing Applications' (NCSA)'s Hierarchical Data Format (HDF); (c) have broad multi-platform support, including but not limited to UNIX, Linux, MacOS and Windows 9x/NT/2000; (d) meet all of the following specifications with regard to visualization and analysis: 2D, contour, surface, vector and image plotting using object-based graphics with a capability of generating publication-quality output; and (e) permit unlimited free distribution of standalone executables. Market research conducted by NIST revealed that only Research Systems, Inc.'s Interactive Data Language (IDL) software products could meet all of the aforementioned requirements; accordingly, NIST anticipates the sole source award of the aforementioned purchase order to Research Systems, Inc. using FAR Part 13 procedures. The estimated award date is 10 days after publication of this notice. Interested parties may identify their interest and capability to provide software according to all of the aforementioned requirements. This notice of intent is not a request for competitive quotations; however, NIST will consider all responses received by September 15, 2000. A determination by NIST not to compete this proposed requirement based upon responses to this notice is solely within the discretion of NIST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
