- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared with the format in FAR Subpart 12.6, as supplementd with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The items to be delivered are six (6) species of native grasses. The solicitation number is Q8450000906. The Standard Industrial Code (SIC) is 0139, GRASS SEED FARMS. This requirement is a 100% set aside for small business firms. The National Park Service encourages the participation of small minority and woman-owned business enterprises. This COMBINED SYNOPSIS/SOLICITATION and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 as of June 6, 2000. The SCOPE OF WORK is as follows: BACKGROUND: Various restoration projects requiring native grass seed have been initiated at Pinnacles National Monument (NM). There is insufficient seed within the Monument to provide seed for these restoration projects. An increase in native grass seed is needed for restoration of native grasslands over the next 5 years. The supplier will provide all services necessary to collect, grow, harvest, clean and deliver seed for specified grass species from Pinnacles NM. SEED COLLECTION: Collect grass seeds only from designated areas at Pinnacles NM. Provide all labor, equipment, and supplies needed to collect seed for plant propagation. Supplier will be responsible for transportation to and from Pinnacles NM. Supplier shall also supply the required lodging of collection employees. No government housing will be available to collection employees, although there is a private campground adjacent to the east entrance of Pinnacles NM. Supplier shall determine appropriate collection times and schedules and coordinate planned trips with the park representative. The awarded contract shall serve as a collection permit from Pinnacles NM. The contractor must become familiar with and observe all park regulations. During collection in the park, store seed in environmental conditions that will maintain viability. For example, unrefrigerated seed should not be stored in plastic bags. In warm weather, an insulated tarp or portable cooler may be needed. Care must be taken during collection activities to preserve and protect vegetation, with as little disturbance as possible. Collection of seed shall leave the parent stock with minimum adverse effect. SERVICES TO BE PROVIDED BY THE GOVERNMENT: NPS park staff will designate acceptable collection areas before the supplier's collection visits. Tom Leatherman (831-389-4485 ext.259) will serve as the park representative to help the contractor locate the designated collection sites, point out the limits of collection areas, and provide information as needed. NPS will provide one employee to work in the field with the contractor on seed collection. CARE DURING PRODUCTION: All seed provided to the park must be certified free of any weed seeds. Because genetic integrity is an important consideration in Pinnacles NM restoration projects, the contractor shall take whatever measures are necessary to prevent interbreeding between genetic stocks and other ecotypes of the same species. All seed provided must be harvested from the seeds collected at Pinnacles NM and subsequently grown at the facility. CONDITIONS OF ACCEPTANCE: 1. All seed must have weed free certification documentation provided with delivery. 2. A minimum of 5 lbs per species will be required per delivery. If there is less than the minimum amount, these seeds will be used to increase production to provide established quantities. RECORDS: The contractor shall currently maintain and, upon request, provide the National Park Service a record by date listing the work undertaken for this contract. Records shall include dates of stratification, sowing, fertilization, insecticide and fungicide treatment, temperatures, watering, harvesting, cleaning and any other cultural work performed. This information should be provided by species. The contractor shall mark and track genetic seed stock from Pinnacles in such a way that insures Pinnacles NM genetic material is not confused with other ecotypes of the same species. INSPECTIONS: The NPS reserves the right to periodically inspect all phases of the work in progress at the contractor's facilities. MEASUREMENT AND PAYMENT: 1. The government will pay the full contract price for all seeds delivered and accepted up to 100% of the contract quantity which meet all contract specifications. 2. Seeds not meeting contract specifications will not be accepted. A progress payment may be requested by the contractor for collection and initial production in the summer of 2001. Subsequent partial payments may be requested as a percentage of total seed supplied upon delivery of seed. The final payment will be made after delivery of all seeds. DELIVERY DATE: The first delivery of seeds shall be no later than September 1, 2002. If quantities can not be provided as described in the contract, shipments will be supplied in September of subsequent years until the total amount specified is supplied. Total production of seeds specified in contract should occur no later than two years from the first delivery. Plants shall be delivered to the east entrance of Pinnacles NM. Offers that fail to furnish the required documentation or reject the acquisition terms and conditions may be excluded from consideration.
