Description

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Potential offerors may access the online RFQ via the following NASA link: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64 The provisions and clauses in the RFQ are those in effect through FAC 97-19. NASA/SSC plans to acquire a Thrust Measurement System which will be installed at the E3 Test facility at John C. Stennis Space Center, Mississippi. The thrust stand will make highly accurate and reliable single component force measurements resulting from the captive firing of liquid and hybrid chemical rocket engines. See Statement of Work and Technical Specifications located at the above Web address. Training of SSC personnel is also included in the scope of work. This procurement is a total small business setaside. All qualified responsible business sources may submit a quotation which shall be considered by the agencey. A firm fixed price commercial contract will be awarded in accordance with FAR part 12 and 13.5. The SIC code is 3829 with a size standard of 500 employees. Delivery to SSC is required within 90 days ARO. Delivery shall be FOB Destination. Quotations for the items(s) described above are due by 4:30 p.m. CDT on Friday, September 15, 2000, and may be mailed or faxed to Jason Edge, NASA/SSC, Code DA40/Bldg. 1100/Rm. 255C, Stennis Space Center, MS, 39529-6000, or FAX 228-688-1141, include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), Cage Code, identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
