Description
A-E Selection Criteria shall include, in order of importance: (1) Previous experience in the design and development of plans, specifications and cost estimates (for all trades) related to dormitory renovation, including replacement heating, plumbing and electrical systems;(2) Specialized experience and use of qualified personnel in the design of dormitory building renovation, heating and ventilation systems, plumbing and piping systems, electrical and fire alarm systems and, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Organization and management, including training, education, professional background and directly applicable disciplines and experience of key personnel; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Experience working within a college or university campus environment; (6) Location in the general geographic area of the project and knowledge of the locality of the project; provided, that the application of this criterion leaves an appropriate number of firms, given the nature and size of this project; (7) Capacity to accomplish the work within the required 180 day timeframe. The A-E shall be responsible for the investigation, inspection and design necessary for asbestos abatement, lead abatement, the installation of a new hot water heating system, sanitary piping, domestic water piping, updated lighting, roof replacement, exterior building repairs and exterior waterproofing for the dormitory buildings. This action is open to small and large business firms. The applicable standard industrialization classification code is 8712 and the applicable size standard is $4.0 million. Interested qualified sources that meet the requirements described in this announcement are invited to submit a Standard Form 254 Architect-Engineer and Related Questionnaire and a Standard Form 255 Architect-Engineer and Related Services Questionnaire for Specific Project (for the prime and each consultant), postmarked or delivered within 30 days from the date of this announcement. Be sure to indicate in block 4 of the SF 254 the size/type of your business. This is not a Request for Proposal. Refer to Numbered Notes 24 and 26. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
