The Internet and World Wide Web (www or web) now play a dominant role in dissemination of NLM health information services. The web environment in which NLM operates is rapidly changing and intensely competitive. These two factors combined suggested the need for a more comprehensive and dynamic NLM web evaluation process. The vendor will support NLM in conducting an integrated approach to web performance evaluation that will better inform NLM management decision-making on web site research, development, and implementation. The vendor shall provide NLM with the Keynote Global 35 Service for four URLs of selected NLM web sites for a 12-month period. This

- It is the intent of the National Library of Medicine (NLM) to procure specialized web performance evaluation services on a sole source basis with Keynote Systems, Inc., 2855 Campus Drive, 2nd Floor, San Mateo, CA 94403, under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1 (b)(1). The Internet and World Wide Web (www or web) now play a dominant role in dissemination of NLM health information services. The web environment in which NLM operates is rapidly changing and intensely competitive. These two factors combined suggested the need for a more comprehensive and dynamic NLM web evaluation process. The vendor will support NLM in conducting an integrated approach to web performance evaluation that will better inform NLM management decision-making on web site research, development, and implementation. The vendor shall provide NLM with the Keynote Global 35 Service for four URLs of selected NLM web sites for a 12-month period. This service includes continuous monitoring data on performance of the selected NLM web sites based on emulated users in 25 U.S. cities or metropolitan areas and 10 foreign cities. After conducting searches of the web, reviewing NIH-approved vendor offerings, and making inquiries of persons and organizations familiar with this market, to identify potential vendors, NLM has determined that Keynote Systems, Inc. is the only vendor that could meet NLM's needs. Keynote Systems is the only vendor that offers continuous monitoring of high-end access to web sites from both domestic and international locations and can provide continuity in performance measurements that is compatible with monitoring data from prior years. The period of performance will be for 12 months and begin on or about September 28, 2000. This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
