Description
This is an amendment to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as originally published in the Commerce Business Daily on 7 Sep 00 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DAKF23-00-R-0216 is issued as a Request for Proposals, under simplified acquisition procedures, test program, unrestricted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The SIC code is 4812 and the small business size standard is 1,500 employees. The Government anticipates award of a requirements contract for a twelve month base period and four- (4) twelve-month option periods. Anticipated base period of performance is 1 Oct 00 -- 30 Sep 01. All responsible sources may submit a proposal, which if timely received, shall be considered by the Government. The Contractor shall provide analog, digital and PCS cellular telephone requirements for organizations located at Ft. Campbell, KY, to include roaming CONUS-wide. Current requirements are four hundred eight (408) lines of analog or analog/digital service. The Government's objective is to acquire competitive, commercial, cellular telephone services and to provide our telephone users with capabilities that are needed to perform the unit's mission, at an affordable and reasonable price. In order to offer units a plan that best meets their mission requirements, and IAW FAR 52.212-1(e) Multiple Offers, offerors are encouraged to submit multiple offers presenting alternative terms and conditions for satisfying the requirements of this solicitation; including but not limited to (1) Charges only for tolls with no monthly access fee (designed for minimum monthly usage); (2) Single rate plans with no roaming or long distance charges which includes a specified number of minutes; (3) Option designed for heavier usage with more free minutes; and (4) Plan allowing unused minutes to roll over into next month. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award may involve more than one plan. The following factors shall be used to evaluate offers: (1) Technical -- Include maps indicating in-zone (local) calling area; and detailed map/list of geographic locations where the offerors system can provide Public Switched Telephone Network access for identified analog/digital telephone units. Offerors shall specifically address their capability to provide local service in the Ft. Campbell, KY area consisting of Clarksville, TN and Hopkinsville KY. Offerors shall also specifically address their capability to provide service to the following areas Ft. Polk, LA; Ft, Irwin, CA; Ft. Bragg, NC; Jacksonville, FL; Beaumont, TX; Atlanta, GA; and Washington, D.C. to include identification of any "dead zones" in any of the aforementioned areas. Offerors shall also address their capability to allow customers to view their bill via the internet. (2) Past Performance submit information IAW 52.212-1(b)(10) and (3) Price -- Comprehensive price list for each proposed plan. Offerors must prepare their proposals in sufficient detail to permit a thorough evaluation of each part. Each part must be clearly marked "Part I -- Technical "; Part II -- Past Performance; and "Part III -- Price". Past Performance and Technical when combined are slightly more important than Price. Offers received without past performance references shall be considered non-responsive. Offerors shall ensure all reference points of contact, i.e., organization, name, and phone number, are accurate. Prices will be analyzed and evaluated based on price competition most advantageous to the government. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this solicitation. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications -- Commercial Items (ALT I), applies to this solicitation. Offerors who fail to submit a completed Representation and Certification may be considered non-responsive. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. Specifically the following cited clauses are applicable to this solicitation, 52.222-21, Prohibition on Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The DFARS clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items applies to this acquisition. Specifically the following cited clauses are applicable to this solicitation, 252.204-7004, Required Central Contractor Registration and 252.247-7024 Notification of Transportation of Supplies by Sea. The following clauses are incorporated as an addendum to FAR 52.212-4, FAR 52.216-18 Ordering; FAR 52.216-19 Order Limitations; FAR 52.216-21 Requirements; FAR 52.217-8, Option to Extend Services; FAR 52.217-9, Option to Extend the Term of the Contract; FAR 52.232-19, Availability of Funds for the Next Fiscal Year. The following clauses are incorporated as an addendum to DFARS 252.212-7001; 252.204-7003, Control of Government Personnel Work Product; 252.239-7005, Rates, Charges and Services -- Common Carriers; 252.239-7007, Cancellation or Termination of Orders -- Common Carriers; 252.243-7001, Pricing of Contract Modifications; and 252.243-7002, Requests for Equitable Adjustment. For solicitations issued after 1 Jun 98, all contractors are required to be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in the CCR will make an offeror ineligible for award. PAYMENT UNDER THE RESULTING CONTRACT WILL BE MADE BY GOVERNMENT CREDIT CARD. The successful offeror will also comply with the Contractor Man-hour Reporting Requirement, as published in the Federal Register, Vol. 65, No. 51, pages 13908 -- 13911.
