Description

The Defense Information Technology Contracting Organization (DITCO), Information Systems Division, Information Systems Procurement Branch (DTS22)intends to solicit on a full and open basis for Data Link Services for the Air Force. The succesful contractor shall provide Engineering Support Services, Air/Ground Data Link Services, Air/Ground Voice Services, Ground/Ground Data Link Services and Air/Ground Radio Services as described below. Initially, the Engineering and Data Link Services shall be provided in support of the following United States Air Force (USAF) Global Air Traffic Management (GATM) fleets: C-17 (120), C-5 (126), KC-135 (541) and KC-10 (59). The Radio Services shall be provided in support of non-GATM equipped fleets (e.g. C-141 (x), C-9 (x)and C-21 (x) ) The GATM aircraft are being equipped with some combination of High Frequency (HF), Satellite (SATCOM), and Very High Frequency (VHF)Data Link Mode 2 (VDLM2) ACARS Over Aviation VHF Link Control (AVLC) (AOA). The successful contractor data links will be used for Air Traffic Services (ATS) and Airline Operational Control (AOC) communication services starting in calendar year 2001. It is possible that these services will be provided to other DoD owned or leased aircraft in the future. The Government expects the level of effort on this contract to increase in accordance with aircraft equipage and the experience of the DoD operators. The overarching objective is to help the DoD succeed in its initial implementation and operation of commercial communication services. The Government anticipates award of an indefinite quantity/indefinite delivery type contract. The proposed contract will consist of a base year with three additional option years. The resultant contract will be firm, fixed price. Companies who can provide the above listed communication services shall provide written notice to the Contracting Office via datafax to 618-229-9436 or via e-mail to: warel@scott.disa.mil. The draft Request For Proposal (RFP) will be posted on or about 31 October 2000 on the World Wide Web at http://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp under the DITCO Contracting Opportunites Page. No contract award will be made on the basis of quotations/proposals received in response to this notice, since this synopsis cannot be considered a Request for Quotations/Proposals. All responses from responsible sources will be considered for evaluating the award of the contract. Oral communications are not acceptable. It is anticipated that Standard Industrial Code (SIC)4813 will be used for determining company size status.
