Description
It is the intent of the National Library of Medicine (NLM) to procure specialized web and Internet performance evaluation services on a sole source basis with the Cooperative Association for Internet Data Analysis (CAIDA), located at the San Diego Supercomputer, University of California at San Diego, Mail Stop 0505, La Jolla, CA 92093-0505, under the authority U.S.C. 253 (c)(1) and FAR 6.302-1 (b)(1). The Internet and World Wide Web (www or web) now play a dominant role in dissemination of NLM health information services. The web environment in which NLM operates is rapidly changing and intensely competitive. These two factors combined suggested the need for a more comprehensive and dynamic NLM web and Internet testing, monitoring, and performance evaluation process. The vendor will support NLM in conducting an integrated approach to web and Internet performance evaluation that will better inform NLM management decision-making on web site research, development, and implementation. The contractor shall provide NLM with 24 months of services included in the Member level of participation as follows: annual presentation by researchers, staff, and collaborators covering activities of the CAIDA Program; an annual report covering the CAIDA Program's activities (including a copy of all publications, public tools, and other descriptions of activities originating at the CAIDA Program); participation in select CAIDA-sponsored research efforts and traffic measurement activities; participation of one representative at each CAIDA-sponsored Internet Statistics and Metrics (ISMA) workshop (approximately four workshops annually); access to and use of Internet performance measurement software and tools; consultation on NLM's Internet performance measurement activities; private traffic measurement reports depicting Member's traffic data against community averages; secure storage of Member's traffic data at SDSC and secure access by Member to this data; and participation in the development of the CAIDA Program's research agenda/program plan. After conducting searches of the web, and making inquiries of persons and organizations familiar with this market, to identify potential vendors, NLM has determined that CAIDA is the only vendor that could meet NLM's needs. CAIDA is the only vendor that offers the following combination of strengths and services: leadership position in the development of Internet traffic metrics; established collaborative relationships with government, industry, and academic organizations with interests in Internet traffic metrics and research related thereto; opportunities for Members to participate in a collaborative research and development environment where various forms of Internet traffic can be acquired and analyzed; commitment to the development of advanced methodologies and techniques for traffic performance and flow characterization, simulation, analysis, and visualization; and Members' access to highly qualified staff and the advanced versions of Internet metric and analytical software. The period of performance will be for 24 months and begin on or about September 28, 2000. This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
