Description
This is a synopsis for commercial service prepared in accordance with the format in FAR Subpart 12.6. Pursuant to FAR 6.302-2 this notice is to obtain as many potential sources as is practicable to clean the Left Powerhouse resulting from an electrical fire in the 6900 Volt XLS Switchgear, Grand Coulee Power Office, Grand Coulee WA. The areas to be cleaned have high levels of lead contamination. Cleaning shall result in lead contamination of less than 100 micrograms per square foot except those areas identified during the site visit. Within the power plant all horizontal surfaces including duct work, conduit, piping, valves and valve handles, cable trays, shop areas including individual employee areas with computers etc, overhead cranes, walls and vertical surfaces up six foot from floor level shall be cleaned. It is anticipated the cleaning will be accomplished in stages; general cleaning, carpet cleaning, and heating and ventilation duct work. Certain electrical surfaces (energized equipment) shall be excluded from cleaning. These will be defined during a site visit. A chiller room in the plant will require the removal of sound proofing. Areas will be defined as to priorities. All debris generated by the cleanup shall be contained and packaged in appropriate containers for disposal by the contractor in accordance with applicable state and federal regulations. A site visit will be conducted September 14, 2000 at 10 a.m. Prospective bidders must come prepared for the walk through with full Tyvek suits and booties, and a respirator fitted with HEPA filters. During the site visit and walk through, a statement of work and drawings will be made available. Award will be made on the following evaluation factors: Government's assessment of the capability to perform the job, technical adequacy of the proposal, past performance, timeliness of job completion, and price. Offerers shall submit a proposal for the cleanup that shall include: job plan for cleanup procedures, schedule, hours of operation, number of crews and crew sizes, kind and amount of equipment, cleaning materials to be used accompanied by material safety data sheets, safety plan, and references. This proposal shall be due September 22, 2000. This is a small business set-aside; SIC 7349, Size $12,000,000.
