- NASA JSC White Sands Test Facility (WSTF) plans to issue a Request for Quotation (RFQ) for the Westbay down-hole sampling and monitoring equipment in conjunction with several proprietary Westbay multi-port well systems. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA JSC WSTF intends to purchase the maintenance from Westbay Instruments, Inc. in accordance with the Justification for Other Than Full and Open Competition pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source. The down-hole service is needed for equipment required to comply with the sampling mandates of the Post-Closure Care Permit issued by the New Mexico Environment Department. Westbay Instruments is the only vendor of proprietary replacement parts for the down-hole equipment used at WSTF, and the only vendor with factory trained representatives with the required technical expertise to provide maintenance and service for the down-hole equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on September 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
