- The purpose of this amendment is to extend the date proposals are due and provide responses to questions received on the subject requirement. The extended closing date for receipt of offers is TUESDAY, SEPTEMBER 12, 2000, at 3:00 PM, EST, in Room 700 at the above address. The following questions and responses are provided: Q: Based on past experience, what percentage of incidents was deemed 'emergency' and required the Clinical Psychologist to travel to the victimized agents? R: There have been about 12 incidents in the past 8 years where the Clinical Psychologist had to travel to the location of the victimized agent. However, these are not the only meetings regarding undercover agents, but also incidents occurring within the Criminal Investigation Division such as a shooting, suicide, agent's child's suicide, etc. On average, the IRS normally had about 100 agents meet with the clinical psychologist annually and about 10 agents met with the clinical psychologist twice a year. Q: Where are the approximately 120 IRS Agents located geographically; what is the approximate percentage dispersion by region (SE, Mid-Atlantic, NE, Mid-West, SW, NW, Far West)? R: The agents fairly evenly distributed throughout the US within the following Field Operations Offices: North Atlantic Area; Mid-Atlantic Area; Southeast Area; Central Area; Mid-States Area; and Pacific Area. Q: If the Clinical Psychologist travels to an emergency site for a victimized agent is there a facility available to perform the Clinical Incident Stress De-Briefing(s)? R: Yes; based on past experience, the facilities were either the Dr.'s office or the CID office. Q: Will an IRS-designated liaison person be available on behalf of the victimized agent at each agent location to speak with the Clinical Psychologists (i.e., to provide information on what happened and other critical information)? R: Yes. Q: What cost consideration for travel has been given to a scenario where airfare reservations must be made in a minimal amount of time thus considerably driving up the cost for travel? What costs does the stipulation that in Travel NTE $8000 per contract period factors in (in accordance to the FTR)? If travel and cost for subsistence and lodging for CLIN 0001 and CLIN 0002 exceed the NTE $8000 per contract period will contract reimburse Contractor for these costs on an 'actual cost' basis (is there a maximum NTE for 'actual cost')? R: All contractor travel expenses (in accordance with Federal Travel Regulations (FTR)) incurred during the performance of the contract statement of work will be reimbursed on an actual cost basis. Q: What has been the utilization rate of Clinical Psychologist services for CLIN 0001 over the past 2 years for Critical Incident Stress De-Briefing (CISD) for IRS Undercover Agents? Same question, for CLIN 0002? R: In the past 8 years, we've had about 12 incidents for critical incident stress debriefing. Q: How much time is there between initial notification of an emergency CISD incident and the time the Clinical Psychologist must meet the victimized agent? R: There is none stated; it is expected that this information will be addressed by the offeror in their proposal submission under the evaluation criterion CAPACITY as part of their proposed plan to provide the required services.
