- Description
- The Government intends to award a sole source cooperative agreement to the Association for Commuter Transportation (ACT) for a Commuter Choice Partnership and Technology Transfer Program. The cooperative agreement will provide for technical and program support for a number of activities that will help the FHWA with coordination and development of travel demand management (TDM) and Commuter Choice activities. Activities fall within three categories: Program support and development; outreach, marketing, and awareness; and technology transfer. To accomplish these objectives, ACT will work with representatives for the FHWA, the Federal Transit Administration (FTA), the Environmental Protection Agency (EPA) and other Federal agencies as appropriate to conceptualize, implement, and guide the technical and administrative development of tasks and activities needed for this project. ACT will also work with the existing cooperative process established by these groups to develop, conduct outreach, and provide technology transfer on Commuter Choice opportunities and programs. The recipient will also use the resources of the American Management Association and the Institute of Transportation Engineers (ITE) in developing the outreach techniques and the technology transfer programs to the target audience and to help FHWA better understand their policymaking and decisionmaking constraints. Technology transfer materials developed and packaged for this effort will be based on existing reports, handbooks, manuals, and evaluation standards obtained through FHWA, FTA, EPA, ITE and other public agencies, employers, or business groups. To ensure a successful outcome, this technology transfer and outreach program to the business community, employers, and state, local and regional audiences shall be coordinated with other complimentary
