Description

NASA/MSFC plans to issue a Request for Proposal (RFP) for engineering, analytical and intergration support services in support of the Glovebox and Biotechnology programs. NASA/MSFC intends to purchase the items from Teledyne Brown Engineering under the authority of FAR 6.302-1. This is being done to provide necessary support personnel for the Glovebox and Biotechnology programs in order to meet existing program requirements, schedules and up coming flight schedules. Teledyne Brown engineering is the only known company with the expertise and knowledge of the existing systems and program requirements cabable of meeting MSFC's requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All qualified responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
