- Invitation for Bid 38-0800 is for the sale of two (2) large tugs, three (3) covered lighters and one (1) open lighter. The vessels are located at Norfolk and Portsmouth, VA. Bid opening date is O/A September 26, 2000. Inspections start September 7, 2000.
